RESOLVED: that

1.         the content and conclusions of the report, including the Full Business Case which is set out in Appendix A to the report be noted;

2.         the Chief Executive, in consultation with the Cabinet Members with responsibility for Environment and Corporate Services & Performance, be authorised to:

a.      put in place appropriate governance arrangements and support to implement the service improvement strategies outlined in the Full Business Case, including the establishment of the Commercialisation & Accelerated Improvement Board to oversee the change and improvement process;

b.      realign relevant services and budgets according to the proposed delivery model outlined in paragraphs 45 to 49 of this report; and

c.      allocate staff resources within the 2016/17 budgetary framework, including investment costs, to support the change programmes set out within this report.

3.         the Service Improvement Agenda (Infrastructure Services) – Memorandum of Understanding between the Council and Trade Unions, as set out in Appendix D to the report be approved.

Ystyriodd y Cabinet adroddiad yn amlinellu canlyniad y dadansoddiad o’r Achos Busnes Llawn ar y Cwmni sy'n Eiddo Llwyr a Modelau Darparu Amgen Mewnol a Ddiwygiwyd ar gyfer gwasanaethau seilwaith, yn unol â’r achos busnes amlinellol a gymeradwywyd gan y Cabinet ar 16 Gorffennaf 2016.

PENDERFYNWYD : i

1.i nodi cynnwys a chasgliadau'r adroddiad, gan gynnwys yr achos busnes llawn sydd wedi'i nodi yn Atodiad A i'r adroddiad;

2.y Prif Weithredwr, mewn ymgynghoriad ag aelodau Cabinet sydd â chyfrifoldeb dros yr Amgylchedd a gwasanaethau corfforaethol a pherfformiad, wedi'i awdurdodi i:

a.sefydlutrefniadau llywodraethiant priodol a chymorth i weithredu strategaethau ar gyfer gwella gwasanaethau a amlinellir yn yr achos busnes llawn, gan gynnwys sefydlu Bwrdd Masnacheiddio a Gwella Carlam i oruchwylio'r broses newid a gwelliant;

b.ail-alinio'r cyllidebau a gwasanaethau perthnasol yn ôl y model cyflawni arfaethedig a amlinellir ym mharagraffau 45 i 49 yr adroddiad hwn; a

c.dyrannuadnoddau staff o fewn fframwaith cyllidebol 2016-17, gan gynnwys costau buddsoddi, i gefnogi'r rhaglenni newid a amlinellir yn yr adroddiad hwn.

3.I gymeradwyo yr Agenda Gwella Gwasanaethau (Gwasanaethau Seilwaith) – Memorandwm Cyd-ddealltwriaeth rhwng y Cyngor a'r Undebau Llafur, fel y nodir yn Atodiad D yr adroddiad.
