Procurement of a Framework Agreement for the maintenance of the Council's non domestic property estate

Appendix A (Organisations shortlisted to be invited to tender) to this report is not for publication as it contains exempt information of the description in paragraph 14 information relating to the financial or business affairs of any particular person including the authority of Part 4 of schedule 12A and paragraph 21 of Part 5 of the Local Government Act 1972.

Agreed:  that

1.    following evaluation of the pre-qualification questionnaires submitted, the shortlisted bidders identified in Appendix A be approved

2.    the scope of Lot A1 (Statutory Obligations) be amended to incorporate legionella testing services, noting the published OJEU notice adequately set this requirement out and is further detailed in the body of the report;

3.    the draft invitation to tender documentation attached to the report (including the evaluation criteria, draft framework agreement and schedules) be approved on the understanding that the Project Team may make minor amendments to the draft Invitation to Tender provided that the substance of the same does not materially alter, and

4.    the Invitation to Tender be issued to shortlisted bidders

The appendix to this report is exempt from publication because it contains information of the kind described in paragraphs 14 and 21 of parts 4 and 5 of Schedule 12 A to the Local Government Act 1972

Agreed: that a procurement exercise be undertaken via an open procedure to appoint a contractor to develop 16 new council homes at Caldicot Road, Caerau.

AGREED: that

1.      the proposed overarching evaluation criteria as detailed in the body of this report be approved.

2.      the commencement of the procurement and the issue of the OJEU contract notice and PQQ documentation be authorised.

AGREED: that

1)      Lot 2 – Compact sweepers to Dawson Sweepers Ltd for the provision of Compact sweepers on a contract hire basis with maintenance for a period of three years with a value of £925,434.72 (Including Options) be awarded

2)      the formal conclusion of a contract with Dawson Sweepers Ltd be approved

3)      that all providers that submitted a tender for these provisions be informed of the outcome of the evaluation and procurement process.

AGREED: that

1.            Tenders be invited from suppliers within the Crown Commercial Service Framework RM1045 (lot 6) contract for mobile voice and data services at an estimated value of £1,350,000 for a period of 3 years, and,

2.            the proposed tender evaluation criteria of 60% cost and 40% quality applies.

Appendix B of this report is not for publication as it contains exempt information of the description in14 (Information relating to the financial or business affairs of any particular person (including the authority holding that information) of Part 4 and satisfies the public interest test in paragraph 21 Part 5 of Schedule 12A of the Local Government Act 1972

Agreed: that

1) the commencement of a procurement process in the manner set out in the body of the report by signing form 4.C.375, Pre Tender Report, Appendix A be approved

2)the use of the evaluation criteria and weightings as set out in the body of the report be approved

AGREED: that the procurement of the Corporate wide Hybrid Mail solution via the third party mail provider, Xerox who were successful in their bid, following the invitation to tender be approved
