AGREED: that

1.the commencement of a procurement exercise as set out in the report to establish a Framework via an open tender for the Supply and Delivery of Heating, Plumbing & Associated Products be approved

2.the evaluation criteria set out in the report be approved

AGREED: that

1.     Approval be given to commence a procurement exercise to re-tender the Contract for supply and delivery of Electrical Fittings, Cable, Lighting and Accessories.

2.     the evaluation criteria set out in the report be approved.

The body of the report (save for the recommendation) and Appendices  1 and 2  to this report  are exempt from publication on the basis that they  contain information of the description set out in  paragraphs 14 and 21 of Part 4  of schedule 12 A  of the Local Government Act 1972

Appendix 3  (Legal Advice) to this report  is exempt from publication on the basis that it contains information of the description set out in   paragraph 16  of Part 4  of schedule 12 A  of the Local Government Act 1972

AGREED: that it be noted and agreed that financial relief, in the form of a payment, has been made to Cardiff City Transport Services to provide reclaimable working capital support, to deal with short term issues faced as a result of the existential impact of COVID 19, in the sum of and for the reasons detailed in the body of the report.

Appendix 1, is exempt from publication pursuant to Paragraph 16 of Part 4 of Schedule 12A to the Local Government Act 1972

AGREED: that the 2% interim annual uplift for 2020/21 for domiciliary care services be agreed, for all existing contracts in place under the Accredited Provider List system and spot arrangements which will be backdated to the 1^st April 2020.

Alley Gating is a simple and effective measure that helps reduce the levels of crime and anti-social behaviour that may otherwise persist to the detriment of local communities.

In 2008, Cardiff Council implemented an Alley Gating policy, and continues to support and recognise the importance of these schemes. Since then, over 180 lanes have been gated, benefitting approximately 7,500 properties.

In 2014, the legislative powers for Alley Gating were repealed under the Highways Act, and enacted as Public Spaces Protection Orders (PSPOs) under the Anti-Social Behaviour, Crime & Policing Act. Whilst Gating Orders and PSPOs appear similar, there are some procedural differences that were introduced as part of the new legislative requirements.

The purpose of this report is to propose a new Alley Gating Policy and Strategy in line with current legislative requirements, setting out the operational considerations and procedures that are involved in the delivery of these schemes.

Appendix 2, 3, 4  and 5 of this report is not for publication as it contains exempt information of the description contained in paragraphs 14 of part 4 and paragraph 21 of part 5 of Schedule 12A of the Local Government Act 1972.

AGREED: that the Council to proceed with Option 1 to acquire the long leasehold in a property known as Pizza Hut, Hemingway Road, Cardiff. The property will be managed as part of the Red Dragon Centre.
