RESOLVED: that

1.       the report be noted, and, in the event the project is progressed, to request that the Environment Scrutiny Committee establish a Scrutiny Task and Finish Group process including the gathering of independent expert advice in order to derive more detailed information and clarity on potential opportunities and issues, and to report back to Cabinet with an enhanced understanding ahead of any requests for the Council to formally engage in the planning process; and

2.       In the event the project is progressed, to Officers be authorised to;

(i)         further liaise with the developers of the project in order to confirm a Planning Performance Agreement which secures the necessary resources for the Council to fulfil its required duties as the project is taken through the planning process,

(ii)        undertake a detailed appraisal of the potential economic, social and environmental implications of the project for Cardiff, and

(iii)       engage with the developers of the project to understand more fully the public benefit which would be offered to offset the potential risks.

Derbyniodd y Cabinet adroddiad yn rhoi diweddariad ar y sefyllfa ddiweddaraf o safbwynt cynigion posib i adeiladu Morlyn Ynni’r llanw rhwng Caerdydd a Chasnewydd.  Mae’r adroddiad yn manylu ar y cyfleoedd a’r problemau posib gyda chynllun o’r fath.  

PENDERFYNWYD: y caiff  

1.       yr adroddiad ei nodi ac, os aiff y project yn ei flaen, i ofyn i’r Pwyllgor Craffu Amgylcheddol i sefydlu proses Gr?p Craffu Gorchwyl a Gorffen gan gynnwys casglu cyngor arbenigol annibynnol er mwyn cael gwybodaeth fanylach ac eglurder ar gyfleoedd a phroblemau posib, ac i adrodd yn ôl i'r Cyngor gyda dealltwriaeth ehangach cyn unrhyw gais i'r Cyngor ymgysylltu'n ffurfiol â'r broses gynllunio; ac

2.       Os aiff y cynllun yn ei flaen, y caiff Swyddogion eu hawdurdodi i;

(i)         drafod ymhellach gyda datblygwyr y project er mwyn cadarnhau Cytundeb Perfformiad Cynllunio sy’n sicrhau'r adnoddau angenrheidiol i alluogi’r Cyngor i gyflawni'r dyletswyddau gofynnol wrth i’r project symud drwy’r broses gynllunio.

(ii)        cwblhau gwerthusiad manwl o oblygiadau economaidd, cymdeithasol ac amgylcheddol y project i Gaerdydd, ac  

(iii)       ymgysylltu gyda datblygwyr y project i ddeall yn well y budd cyhoeddus fyddai ar gael yn erbyn y peryglon posib.
