Appendices 5-6 of this report are exempt from publication because they contain information of the kind described in paragraph 16 of Part 4 of Schedule 12A to the Local Government Act 1972

RESOLVED: that

1.            the strategy approach for the commissioning for Housing Repairs and Maintenance and Disabled Adaptions as set out in this report be approved.

2.            Authority be delegated to the Director of Communities, Housing and Customer Service, in consultation with the portfolio member for Health, Housing and Wellbeing and the section 151 Officer and County Solicitor, to deal with all aspects of the procurement relating to Housing Repairs and Maintenance and Disabled Adaptations, including setting the contract evaluation criteria and the award of contracts.

3.            Authority be delegated to the Director of Communities, Housing and Customer Service to make the interim contractual arrangements necessary for the continuation of service until the new contracts are in place

4.            It be noted that recommissioning of Non-Domestic services be taken forward as a second phase and will be the subject of a separate cabinet report.

Ystyriodd y Cabinet y comisiynu arfaethedig o adnewyddu’r fframwaith cynnal a chadw adeiladau.  Gwerth blynyddol y fframwaith yw £25.7 miliwn, mae’r fframwaith arfaethedig yn ceisio mynd i’r afael ag ystod o anawsterau arwyddocaol gyda’r trefniadau amrywiol blaenorol ar gyfer cyflenwi a rheoli cynnal a chadw a gwella adeiladau.

PENDERFYNWYD: y dylai

1.            y strategaeth ar gyfer comisiynu Atgyweirio a Chynnal Tai ac Addasiadau Anabl fel y nodwyd yn yr adroddiad hwn gael ei chymeradwyo.

2.            Awdurdod gael ei ddirprwyo i Gyfarwyddwr Cymunedau, Tai a Gwasanaeth Cwsmeriaid, mewn ymgynghoriad â’r aelod portffolio dros Iechyd, Tai a Llesiant a’r Swyddog sector 151 a Chyfreithiwr y Ddinas, i ymdrin â phob agwedd ar y caffael yn ymwneud â Chynnal ac Atgyweirio Tai ac Addasiadau Anabl, gan gynnwys gosod meini prawf gwerthusiad y contract a dyfarnu contractau.

3.            Awdurdod gael ei ddirprwyo i Gyfarwyddwr Cymunedau, Tai a Gwasanaethau Cwsmeriaid i wneud y trefniadau cytundebol dros dro sy’n angenrheidiol i sicrhau bod y gwasanaeth yn parhau nes bod y contractau newydd yn eu lle.

4.            Ail-gomisiynu gwasanaethau Annomestig gael ei gymryd yn ei flaen fel ail gam ac y bydd yn destun adroddiad cabinet ar wahân, gael ei nodi.
