RESOLVED: that

1.            the procurement of agency worker services under the National Procurement Service (NPS) All Wales Agency Framework Agreement for the Managed Service for Provision of Agency Workers be approved.

2.            Authority be delegated to the Corporate Director of Resources in consultation with the Cabinet Member with responsibility for Corporate Services and Performance to: carry out a mini-tender under the Framework Agreement to select a Provider using the relevant framework sub evaluation criteria and weightings.

•      deal with all ancillary matters pertaining to the mini competition.

•      award a User Agreement with the Provider selected (most economically advantageous provider) and place orders under the User Agreement.

•      approve extending the User agreement until 7 September 2019 should the Council wish to continue with the services after September 2018.

2.            a further interim direct award to the incumbent agency provider via the National Procurement framework (NPS) All Wales Agency Worker framework for a 5-month period (1/7/16-30/11/16) to allow the mini competition tender to be run up to contract award to a value of £4.2million be approved.

Ystyriodd y Cabinet adroddiad ynghylch ail-gaffael contract gweithiwr asiantaeth y Cyngor drwy'r mini-gystadleuaeth trwy Fframwaith Gweithwyr Asiantaeth Cymru Gyfan y Gwasanaethau Caffael Cenedlaethol l. Gwerth y contract fydd £28miliwn. Heb gytundeb o'r fath ar waith, byddai'r Cyngor yn methu â rheoli defnyddio gweithwyr asiantaeth, gan arwain at wariant cyngor uwch.

PENDERFYNWYD : i

1.cymeradwyoaffael gwasanaethau gweithwyr asiantaeth o dan Fframwaith Gweithwyr Asiantaeth Cymru Gyfan y Gwasanaeth Caffael Cenedlaethol (NPS) ar gyfer y gwasanaeth a reolir ar gyfer darpariaeth gweithwyr asiantaeth.

2.Dirprwyoawdurdod i'r Cyfarwyddwr adnoddau corfforaethol mewn ymgynghoriad gyda'r Aelod Cabinet gyda chyfrifoldeb am wasanaethau corfforaethol a pherfformiad i: gynnal tendr mini o dan y cytundeb fframwaith i ddewis Darparwr gan ddefnyddio meini prawf gwerthuso is a phwysolion y fframwaith perthnasol.

•ymdrin â;r holl faterion ategol yn ymwneud â chystadleuaeth fach.

•dyfarnucytundeb defnyddiwr gyda darparwr a ddewiswyd (y darparwr mwyaf manteisiol yn economaidd) a gosod archebion o dan y cytundeb defnyddiwr.

•gymeradwyoymestyn y cytundeb defnyddiwr tan 7 Medi 2019 pe dymuna’r Cyngor barhau â’r gwasanaethau ar ôl mis Medi 2018.

2.dyfarniaduniongyrchol dros dro pellach i'r darparwr Asiantaeth perthnasol drwy gyfrwng y fframwaith caffael cenedlaethol (NPS) Fframwaith Gweithwyr Asiantaeth Cymru Gyfa am gyfnod o 5 mis (1/7/16-30/11/16) er mwyn caniatáu tendr cystadleuol bach I redeg hyd at ddyfarnu ‘r cytundeb fyddi werth £4.2miliwn I gael ei gymeradwyo.
