There are currently a large number of long term empty properties in the City that owners leave unoccupied. The report will consider removing the current discretionary discount on unoccupied and unfurnished premises and also applying a premium.
RESOLVED: that
(1) the long term empty properties have a negative impact on communities be noted
(2) Council be recommended to discontinue the 50% council tax discount that is currently granted to unoccupied and unfurnished dwellings is discontinued with effect from 31st March 2019. This means that from 1st April 2019 the will be no discount awarded to these dwellings.
(3) a consultation exercise be undertaken on the application of a council tax premium for long term empty dwellings.
(4) the results of the consultation exercise be considered at a future Cabinet meeting in order to inform a final decision to be taken at Council early in 2019.
