AGREED: that approval be given to:
1. Invite tenders from suppliers within Lot 9 of the South East Wales Framework for the construction of Cycleway 1 from Cathays Terrace to UHW. The estimated value of the construction contract is £4m
2. the proposed tender evaluation criteria of 70% cost and 30% quality
3. The tender exercise to be carried out subject to the caveats set out in the legal advice contained within this report
To enable the Council to put arrangements in place to appoint a principal contractor to carry out the construction of the proposed Cycleway 1 from Cathays Terrace to UHW should the Council decide to proceed with the scheme following the carrying out of the statutory process (which process involves the right to objection and therefore may mean that the proposals may or may not proceed). The tender exercise will be carried out subject to the caveats set out in the legal advice set out in this report.
