Reasons for the decision:

The reasons for the recommended decisions are, taking account of all relevant factors, to: i) Ensure quality services are sustained and commissioned for Cardiff citizens through appropriate contractual arrangements, which includes the provision of continuity of service delivery and the minimising of any upheaval and disruption. ii) Ensure the appropriate level of care and support is delivered to citizens who are in receipt of services. iii) Make a fair and equitable investment in service provision within available resources, in order to manage the financial impacts of changing workforce costs and arrangements within the social care sector, particularly but not exclusively, pressures arising from the National Living Wage (NLW), so that employers will create a more valued workforce, reducing the high turnover in staff currently being experienced.
