Decision:

Agreed: that

 

1.    the proposed novation of  the National Procurement Service (NPS) Property Consultancy Dynamic Purchasing System (DPS) to the City of Cardiff Council on a 12 month temporary basis be agreed;

 

2.    the Cardiff Council to enter into the novation agreement deemed to commence on 1st April 2020;

 

3.    it be noted that, if the Council wishes to extend the novation agreement following the temporary 12 month period, a report will be prepared for consideration by Cabinet.

 

Reasons for the decision:

Due to a re-organisation and re-prioritisation of Welsh Governments National Procurement (NPS) Service expressions of interest were sought from Local Authorities with Procurement expertise in administering collaborative frameworks.

 

The City of Cardiff Council requires a compliant ongoing procurement route to market for Property Consultancy.

 

In support of the decision, the Commissioning and Procurement team have the relevant expertise managing two current collaborative construction frameworks (SEWSCAP and SEWH.)
