BISF properties are both ‘hard to treat’ and ‘hard to heat’. With previous WG funding the BISF properties in Caerau have been improved, but the BISF properties in Llandff North and Rumney still require energy efficiency works to help alleviate fuel poverty and decarbonisation. The Council has been seeking external funding for the properties for a number of years to make a viable scheme.
WG are providing grant funding (subject to business case acceptance which is in progress) for energy efficiency improvements for the privately owned unimproved BISF properties in Llandaff North and Rumney (total 151 homes) and Cardiff Council intend to fund the improvements for the Council properties in the same area (100 homes). Cardiff Council will develop the scheme as a holistic mixed tenure scheme and undertake a procurement exercise to appoint a provider to engage residents and deliver the improvements.
RESOLVED: that
1. Approval be given to the commissioning strategy and proposed procurement models and arrangements for the mixed tenure energy efficiency retrofit scheme to unimproved British Iron and Steel Federation (BISF) properties in Llandaff North and Rumney (up to 252 properties)
2. authority be delegated to the Director, Adults, Housing & Communities, in consultation with the Cabinet Member for Housing and Communities and the Corporate Director, Resources and Director Governance and Legal Services, to deal with all aspects of the procurement relating to the energy efficiency retrofit scheme to unimproved BISF properties in Llandaff North and Rumney, including further development, choice of framework (if necessary) and setting of the contract evaluation criteria and the award of contracts and approval of any ancillary matters.
