Purpose:

The report will provide Cabinet with progress to date on the development programme and an update on each of the delivery routes being used.

 

The report will also see authority to tender for a development partner for the Channel View regeneration scheme. This will update a previous Cabinet approval given in 2019 for the procurement of a contractor for phase 1 of the Channel View redevelopment project. Estimated costs at that time were circa £9 million for phase 1. The Masterplan and detail planning application for the redevelopment has since been completed and planning consent granted in December 2021. Having reviewed the project and the likely programme a new decision is required seeking approval to procure a partner contractor for the entire redevelopment programme, not just for phase1. This will ensure continuity between all phases, a shorter overall development programme, better engagement with residents and economies of scale. The entire redevelopment programme is estimated to cost in the region of £85 million and the preferred route to identify a partner developer is through The Crown Commercial framework.

 

Furthermore, an in-principle decision is being sought to enable the council to enter into a Package Deal arrangement for the acquisition of 31 new flats for an agreed contract sum at Wyndham Crescent, Riverside. To delegate the final approval of the Package deal arrangement to the Corporate Director for People and Communities in conjunction with The Director for Finance and the Cabinet member for Housing.

RESOLVED: that

 

1.            the progress made to date on the council’s new build housing programme and the ambition to deliver at least 4,000 low-carbon homes in the longer term be noted

 

2.            authority be delegated to the Corporate Director for People & Communities, in consultation with the Cabinet Member for Housing & Communities and Head of Estates to enter into a legal agreement (following satisfaction of the conditions highlighted in this report) with Ventura properties (Cardiff) Ltd for the acquisition of 30 new apartments on land at Wyndham Crescent, Cardiff in accordance with the Heads of Terms substantially in the form contained in at Appendix 3

 

3.            approval be given to the progression of the Channel View redevelopment scheme and it be agreed that procurement commence for a Contracting Partner to deliver the entire project including phase 1, the design development, consultation and planning of future phases, the demolition of the existing housing stock and the construction of future phases (subject to viability).

 

4.            Approval be given to the use of the Crown Commercial Services Framework (RM6088: Construction Works and Associated Services, Lot 6.3: Residential - Wales) to procure the Contracting partner.

 

5.        authority be delegated to the Corporate Director People & Communities, in consultation with the Cabinet Member for Housing & Communities and the Corporate Director Resources to approve the evaluation criteria and tender documents and manage the procurement process to the stage of identifying the preferred bidder.
