Agreed:  that the Council proceed with the purchase of 40,Trowbridge Green, Rumney from the open market, at the valuation figure contained in the Home Buyer’s Report attached at Appendix 1 to the report

The Policy and its guidance are new to the Council and a positive step towards making Cardiff a better place to work. They are part of the Council’s commitment to promoting and maintaining the mental health and wellbeing of all employees through workplace practices, and encourage employees to take responsibility for their own mental health and wellbeing.

The policy aims to:

·         Build and maintain a workplace environment and culture that supports mental health and wellbeing and prevents discrimination.

·         Increase employee knowledge and awareness of mental health and wellbeing issues and behaviours.

·         Reduce stigma around depression and anxiety in the workplace, and all forms of mental health illness.

·         Facilitate employees active participation in a range of initiatives/activities that support mental health and wellbeing.

This guidance is designed to provide practical assist to line managers in dealing with an employee’s disclosure about mental health concerns.

The policy and guidance will also contribute to the proactive and management of absence.

RESOLVED: that

1.         the adoption of the Mental Health Policy and Manger’s Guidance (Appendices A and B to the report be approved

2.         it be publicised to all employees in an appropriate format and relevant media.

3.         the key principles of the policy be commended to Members and that Officers follow up with the WLGA in terms of member development.

This report is a statutory document that the Council must produce each year as a reflection of its performa11ce and activities in the previous financial year (2016-17) in line with the Corporate Plan. The report must be publically available by 31st October each year on the Council's website; in order to satisfy the requirements of the Auditor General for Wales.

RESOLVED: that the Council’s Annual Statutory Improvement Report be approved for submission to Council in October 2017.

The Council submitted its revised 21st Century School Band A Programme of Projects to the Welsh Government in 2014.  Band A funding is due to complete in March 2019 with Band B investment to start in April 2019.

Officers have undertaken a significant needs analysis and prioritisation process including data and information relating to the demographics across the city, school facilities and their condition along with schools standards data and input from the Stakeholder Reference Group (SRG) and independent consultants with specific elements of expertise relevant to planning this scale and type of investment programme.  

The SRG is composed of school headteachers from across the nursery, primary and secondary school age range and incorporating representatives from all sectors including English-medium community schools, Welsh-medium community schools and church schools.

This submission to the Welsh Government reflects the outcome of the process including those needs which are highlighted as being priorities for development between April 2019 to March 2024 as part of the 21^st Century Schools Band B investment programme as part of a wider strategy for investment in the Education estate across Cardiff.

RESOLVED: that the matters outlined in the report be noted further reports for subsequent decision be received in the following areas:

• Proposed schemes for Cardiff under the Band B phase of the C21 schools programme in light of budget allocations from Welsh Government
• Proposals for the adaptation and enhancement of Additional Learning Needs provision in Cardiff.

The council has an opportunity to enter into a ‘land deal’ with Cadwyn Housing Association (known as a Package Deal) for the construction and delivery of 30 flats at Courtenay Road in Splott for an agreed price. Cadwyn own the site and have a planning consent for 10 x 1 bed flats and 20 x 2 bed flats. Cadwyn will manage the project and enter into a build contract with a developer and hand the properties over to us once compete. This will be a fixed price contract and Cadwyn will manage all aspects of the build. 

A planning permission was issued on 15^th June 2017, and all apartments are designed to Welsh Government Design Quality Requirements (DQR).

Should the recommendation be approved, work on site will commence before the end of this year handover of the flats anticipated in the 2018/19 financial year.

RESOLVED: that authority be delegated to the Director for Communities, Housing & Customer Services to enter into a contract (following Due diligence and viability approval) with Cadwyn Housing Association, for the acquisition at an agreed contract sum, of 30 new build flats to be developed by Cadwyn at Courtenay Road Splott.

The report seeks agreement from Cabinet to regarding the operational model for delivering a regional WDTU, including the proposed governance arrangements for the unit and the financial arrangements

RESOLVED: that

1.         the business model, approach and functions outlined in the Business Case for the regional Social Care Workforce Training Unit attached at Appendix 1 of the report be approved, including

(i)         the establishment of a regional Social Care Workforce Training Unit as outlined in this report; and

(ii)        the creation of and recruitment to the post of the Regional Manager for the Regional Workforce Training Unit.

2.            authority be delegated to the Director of Social Services in  consultation with the Cabinet Members for Children & Families and Health, Social Care & Well-being, and Finance, Modernisation & Performance and the Section 151 and Monitoring Officers to deal with  all aspects of the Governance and any ancillary  arrangements/documentation  which may be required in relation to these proposals, including (without limitation) the approval of the draft partnership agreement and that the same may be entered into between Cardiff Council and the Vale of Glamorgan Council .

To provide a response to the Children & Young People Scrutiny Committee  Report on FGM

RESOLVED: that the response to the recommendations as set out in Appendix A be agreed.

RESOLVED: that

1.            the submission in response to the Welsh Government consultation on Electoral Reform in Local Government in Wales (Appendix B to the report), subject to any appropriate amendments be approved; and

2.            authority be delegated to the Director of Governance and Legal Services, in consultation with the relevant Cabinet member, to notify the Welsh Government of any amendments to the Council’s draft submission.

To provide a response to the Children and Young People's Scrutiny report on School Term Times

RESOLVED: That the response to the recommendations as outlined in Appendix E to the report be agreed

Appendix 2 of the report is not for publication as it contains exempt information of the description in paragraph 14 of part 4 and paragraph 21 ofPart 5 of schedule 12A of the Local Government Act 1972.

Agreed: that the Council proceed with the acquisition of the freehold interest as set out in the report.

Appendix 2 (Evaluation Matrix and Scoring information) to this report is exempt from publication pursuant to the provision of paragraph 14 of Schedule 12A Part 4 and paragraph 21 of Schedule 12A Part 5 of the Local Government Act 1972

Agreed: that authorisation be given to award the childcare contracts to the successful bidders listed in the table set out under paragraph 22 of the report in relation to the individual lots therein set out, to commence on 16^th April 2018 for 3 years with the option to extend for a further period of up to 12 months.
