The Policy and its guidance are new to the Council and a positive step towards making Cardiff a better place to work. They are part of the Council’s commitment to promoting and maintaining the mental health and wellbeing of all employees through workplace practices, and encourage employees to take responsibility for their own mental health and wellbeing.
The policy aims to:
· Build and maintain a workplace environment and culture that supports mental health and wellbeing and prevents discrimination.
· Increase employee knowledge and awareness of mental health and wellbeing issues and behaviours.
· Reduce stigma around depression and anxiety in the workplace, and all forms of mental health illness.
· Facilitate employees active participation in a range of initiatives/activities that support mental health and wellbeing.
This guidance is designed to provide practical assist to line managers in dealing with an employee’s disclosure about mental health concerns.
The policy and guidance will also contribute to the proactive and management of absence.

RESOLVED: that the Council’s Annual Statutory Improvement Report be approved for submission to Council in October 2017.
The Council submitted its revised 21st Century School Band A Programme of Projects to the Welsh Government in 2014. Band A funding is due to complete in March 2019 with Band B investment to start in April 2019.
Officers have undertaken a significant needs analysis and prioritisation process including data and information relating to the demographics across the city, school facilities and their condition along with schools standards data and input from the Stakeholder Reference Group (SRG) and independent consultants with specific elements of expertise relevant to planning this scale and type of investment programme.
The SRG is composed of school headteachers from across the nursery, primary and secondary school age range and incorporating representatives from all sectors including English-medium community schools, Welsh-medium community schools and church schools.
This submission to the Welsh Government reflects the outcome of the process including those needs which are highlighted as being priorities for development between April 2019 to March 2024 as part of the 21st Century Schools Band B investment programme as part of a wider strategy for investment in the Education estate across Cardiff.

The council has an opportunity to enter into a ‘land deal’ with Cadwyn Housing Association (known as a Package Deal) for the construction and delivery of 30 flats at Courtenay Road in Splott for an agreed price. Cadwyn own the site and have a planning consent for 10 x 1 bed flats and 20 x 2 bed flats. Cadwyn will manage the project and enter into a build contract with a developer and hand the properties over to us once compete. This will be a fixed price contract and Cadwyn will manage all aspects of the build.
A planning permission was issued on 15th June 2017, and all apartments are designed to Welsh Government Design Quality Requirements (DQR).
Should the recommendation be approved, work on site will commence before the end of this year handover of the flats anticipated in the 2018/19 financial year.
