Cabinet agreed in November for officers to review the operating model and come back with a further report that ensured, as far as possible, a more sustainable business model in light of COVID 19.
The review has highlighted the need to release Pentwyn Leisure Centre from the GLL contract and implement a new joint Cardiff Blues and community facility that modernises and reshapes the offer under an alternative management arrangement.
