Issue details

Citywide expansion of the separate glass bottles and jars collection service

Cardiff could become one of the world’s leading recycling cities if it can increase recycling rates to 70% by 2025. In order to achieve 70% by 2025, the Council will need to recycle an additional 20,000 tonnes of waste material from residential and trade waste.

Recycling performance is a statutory target and Welsh Government are able to request Local Authorities make a financial payment if the Council does not achieve recycling levels by the date set.  For Cardiff, this equates to approximately £200 for every tonne of recycling below the statutory target.

There is an improvement in recycling performance by undertaking a separate glass collection due to an improvement in recycling rate from 81.2% to 98.8%.  This represents a 1,550Tonnes or 0.9% improvement in recycling performance.  This would reduce any potential fine for not achieving statutory targets by £300,000.
