Young Persons Supported Accommodation - Complex Needs

The Council has an opportunity to enter into a ‘land deal’ with Hafod Housing Association (known as a Package Deal) for the construction and delivery of 10 units within a Young Persons Hostel, for an agreed price.

 

Hafod Housing Association is seeking an ‘in-principle’ agreement that the Council will enter into a Package Deal for the development subject to Heads of Terms being agreed. At this stage if an in- principle decision is given, Hafod will buy the land and submit a planning application for the development.

 

Should the scheme proceed Hafod will manage the project and enter into a build contract with a developer and hand the properties over to the Council once compete, fully fitted out. This will be a fixed price contract and Hafod will manage all aspects of the build. 

 

The Council would only enter into a package deal subject to Hafod owning the land, obtaining planning permission for an acceptable development and subject to fixed costs, which are viable for the Council within our financial viability model.
