RESOLVED: that

1.            the proposed procurement process to commission new arrangements for the provision of electricity from landfill and potentially natural gas and landfill and potentially natural gas management at Lamby Way and Ferry Road landfill sites be agreed

2.            authority be delegated to the Corporate Director of Communities and People, subject to consultation with the Cabinet Member Finance, Performance & Modernisation and the Cabinet Member clean streets, recycling and environment, s.151 Officer and Director Governance and Legal Services, to deal with all aspects of the procurement process (including approving the evaluation criteria to be used, commencing the procurement and authorising the award of the proposed contract) and all ancillary matters pertaining to the procurement. 

The Cardiff Local Development Plan (LDP) was formally adopted by the Council on 28^th January 2016. As part of the statutory development plan process the Council is required to prepare an Annual Monitoring Report (AMR) and submit it to Welsh Government by the end of October each year. This report will outline the purpose, key findings and conclusions of the second AMR and seek its endorsement for submission to the Welsh Government by 31^st October 2019.

RESOLVED: that Council be recommended to endorse the third AMR for submission to the Welsh Government by 31^st October 2019.

In April 2015 Cardiff Council, Bridgend County Borough Council and the Vale of Glamorgan County Borough Council signed a Joint Working Agreement (JWA) for the provision of regulatory Services across the three Council areas.

In accordance with Clause 5.1 of the JWA, the SRS is required to produce and annual report that covers the operational and financial performance of the service for the preceding year.

RESOLVED: that the Shared Regulatory Services Annual Report 2018-19 be noted.

To see seek Cabinet approval for the Cardiff East Industrial Strategy

RESOLVED: that

1. the East Cardiff Industrial Strategy be approved

2. authority be delegated to the Director of Economic Development, in consultation with the Cabinet Member for Investment and Development, the Monitoring Officer and the Section 151 officer to develop opportunities on Council owned land, including marketing land for disposal and to return to Cabinet as appropriate.

3. the Leader of the Council and the Chief Executive be requested to promote an application to the Cardiff Capital Region for an investment in the Cardiff Parkway project.

The current strategy for education and learning in Cardiff was launched in June 2016: 'Cardiff 2020'.

The collective commitment to improving education in Cardiff over the last five years has had a significant impact.

Over the next 10 years to 2030 will need to both build on this work and develop new approaches to realising the full potential of the education system in Cardiff by 2030.

The Cardiff 2030 vision and strategy will set out this ambition and the goals to be achieved in realising it.

RESOLVED: that

1.    the adoption of the Cardiff 2030 Vision be approved

2.    responsibility be delegated to the Director of Education and Lifelong Learning for the development and implementation of operational plans to deliver the success measures set out in the strategy.

The Council has been consulted on the consultation draft of the National Development Framework (NDF). This document sets out a spatial strategy for Wales over the period 2020 to 2040 and sets the context for future LDPs in Wales. This report sets out the Council’s comments on the consultation draft which is required to be submitted to the Welsh Government by 1^st November, 2019.

RESOLVED: that the proposed response to the NDF Consultation Draft as set out in paragraphs 9-20 of this report be approved and further dialogue be sought with Welsh Government to address the issues raised.

Agreed: that the invitation of tenders for the upgrading of windows in Council owned dwellings (houses and blocks of flats) from the suppliers for Windows under Lot 2A of the Procurement for Housing (PFH) Framework for the supply and installation of windows and doors be authorised

Agreed: that authority be delegated to the Head of Planning to commence public consultation on a review of the Llandaff Conservation Area Appraisal.

The report will brief Cabinet on progress of the International Sports Village Development and the proposed delivery model for the phase 2 development of the site.

RESOLVED: that

1.            the new development strategy for the International Sports Village be approved

2.            authority be delegated to the Director of Economic Development in consultation with the Cabinet Member for Investment & Development and statutory officers to bring forward the development of the Waterfront site including disposal of land as required and to ring-fence any capital receipt in accordance with the financial strategy outlined in Confidential Appendix 4 and subject to an independent valuation as necessary. 

3.            authority be delegated to the Director of Economic Development in consultation with the Cabinet Member for Investment & Development and statutory officers to deal with all aspects of the procurement of a commercial partner to establish and operate a new leisure attraction at the International Sports Village as set out in this report and to return to Cabinet for final approval. 

4.            As part of (iii) above, authority be delegated to the Director of Economic Development in consultation with the Cabinet Member for Investment & Development and statutory officers to include the external operation of the CIWW as part of the procurement process in accordance with the strategy set out in this report and to return to Cabinet for final approval.

The report will contain the Cabinet’s response to the recommendations of the Environmental Scrutiny Committee’s report entitled ‘Litter and Flytipping in Cardiff’

RESOLVED: that the response to the ‘Litter & Fly tipping in Cardiff’ report of the Environmental Scrutiny Committee as set out in Appendix 1 to the report be approved.

To outline a new approach to operating the New Theatre.

RESOLVED: that

(1)         the selection of the recommended tenant be approved

(2)          authority be delegated to the Director of Economic Development in consultation with the Cabinet Member for Culture and Leisure, the Monitoring Officer and the Section 151 officer to finalise a lease based on the Heads of Terms set out in Confidential Appendix 5. 

The report will agree the next steps for establishing a Cardiff Music Strategy Board to oversee the implementation of the Music Strategy

RESOLVED: that

(1)          the response to the Sound Diplomacy Report attached as Appendix 2 to the report be approved.

(3)          the appointment of the Cardiff Music Board be approved and the Director of Economic Development be authorised to appoint the individuals named in Confidential Appendix 5 to the report

(4)          authority be delegated to the Director of Economic Development, in consultation with the Leader of the Council, the Cabinet Member for Culture and Leisure, the Monitoring Officer and Section 151 officer to work with partners to develop detailed proposals for the signature event as outlined in paragraph 22 of the report and to bring an update to a future Cabinet meeting.

Approve the updated programme & budget requirements to buy-back properties from the market for council housing provision.

1.            the contents of the report be noted

3.            authority be delegated to the Assistant Director, Housing and Communities, to approve the purchase of appropriate properties (pursuant to recommendation 2 above), subject to advice from the Council’s Valuer, the Section 151 Officer and the Director of Governance and Legal Services; and compliance with the Procedure Rules for the Acquisition or Disposal of Land.

To receive the budget monitoring information for month 4 of 2019/20

RESOLVED: that

1.            the potential financial outturn based on the projected position at Month 4 of the financial year be noted

2.            the allocations from specific contingency budgets to the People & Communities - Housing & Communities, People & Communities - Social Services and Planning, Transport & Environment directorates as set out in this report be noted

3.            the requirement for all directorates currently reporting overspends as identified in this report to put in place action plans to reduce their projected overspend be reinforced.

RESOLVED: that the current position regarding performance, the delivery of key commitments and priorities as at Quarter 1, and the action being taken to ensure the effective delivery of Capital Ambition be noted

To appoint Assistant Cabinet Members

RESOLVED: that

(1)         the appointment of Councillor Wong as the Cabinet Assistant (Private Sector Housing), as set out in Paragraph 5 of this report be approved and

(2)         the amendment to refocus Councillor Lister’s role as the Cabinet Assistant (Building Prosperity) be approved

A Street Naming Policy to provide advice and guidance to developers and existing property owners, setting out how the Council controls the naming and numbering of streets and properties under the provisions of the Public Health Act 1925 – Sections 17 to 19. In line with the Council’s commitment to the Welsh Language Standards, there are important Welsh Language considerations in relation to new street names.  The policy set out in the document is that for new street names, a Welsh name should be adopted which is “consistent with the local heritage and history of the area”. This will also remove the need for English to Welsh translations for street names.  The policy also sets out the corporate requirements around the Corporate Address Gazetteer, which is the primary address register used in the delivery of Council services.

The Draft Street Naming Policy was approved for consultation in November. The subsequent public consultation received 2,248 responses.

RESOLVED: that the street naming policy attached to the report be approved and Council be recommended to adopt the Street Naming policy.

To undertake a tender for the procurement of liquid fuel (diesel) off lot 1 of the NPS framework. The value of the agreement is approximately 8 million (2 million annually)

RESOLVED: that

1.            i)       Officers run a mini competition for liquid fuel through the           National Procurement Service (NPS) Framework for supply of fuels     and associated products and services NPS-FT-0093-18. The      duration of the arrangement will run from 1^st December 2019 to 1^st   April 2023. The contracted value of this procurement will be £5.5m.

ii)      evaluation criteria for a mini competition of 100% price, which is in line with framework guidelines be approved

iii)      the issuing of tender documentation be approved

2.            authority be delegated to the Corporate Director Resources in consultation with the relevant Cabinet Member to:

i)          Deal with all ancillary matters pertaining to the mini competition.

ii)         Award a User Agreement with the Provider selected (most economically advantageous provider) and placing orders under the contract.

Public bodies such as Cardiff Council have a new statutory under Section 6 of the Environment (Wales) Act 2016.  The new duty is a requirement to ‘seek to maintain and enhance biodiversity’ in the exercise of their functions, and in doing so to ‘promote the resilience of ecosystems’.   This is known as the Biodiversity and Resilience of Ecosystems Duty or ‘BRED’ for short.

To aid compliance with this duty, the Environment Act requires Cardiff Council to prepare and publish a plan setting out how it proposes to comply with this new duty.  This is referred to as the ‘BRED Forward Plan’.  Current guidance from Welsh Government is that this Forward Plan need not be a standalone document, but that it can be incorporated into other plans or strategies.  Subsequently, during 2019 the Council is required to publish a report setting out what it has done to comply with this duty.

RESOLVED: that

1.            the BRED Forward Plan be agreed in order to meet the Council’s duty under Section 6 of the Environment (Wales) Act 2016.

2.            the BRED forward plan help inform the Council's comprehensive refresh of it's Climate strategy, now underway following the recent Climate Emergency declaration

RESOLVED: that the report of the Community & Adult Services Scrutiny Committee entitled 'Temporary and Supported Accommodation - The Single Person's Gateway’ be received and a response be provided by December 2019

1.those organisations identified in Appendix A to the report as being shortlisted and eligible to be taken forward to the next stage of the procurement process be invited to tender.

2.the invitation to tender documentation, including the evaluation criteria, draft framework agreement and schedules be approved and issued to those organisations identified in Appendix A.
