20/01/2022 - City Centre Recovery Action plan ref: 1661    Recommendations Approved

In May 2021 Cabinet resolved that the draft ‘Greener, Fairer, Stronger City Recovery and Renewal Strategy’ (focusing on how the city should respond to the global pandemic) be approved for engagement purposes. This engagement process was undertaken during the summer, the results of which will be reported to Cabinet in December.

 

Mission 1 related to the reimagining of the city centre post pandemic.

 

Feedback from the engagement process has been incorporated into the preparation of a City Centre Recovery Vision, which sets out a series of ambitions, principles and methods, as well as a series of proposed projects to help achieve those ambitions.

 

The document will be used as a guide to help inform the development of individual short to medium term projects, programmes and initiatives relating to city centre recovery.

(ii)          authority be delegated to the Director of Economic Development and the Director of Planning, Transport & Environment in consultation with the Cabinet Member Investment and Development, Cabinet Member Strategic Planning and Transport, Cabinet Member Finance, Modernisation and Performance, s.151 Officer and Director Governance and Legal Services to bring together and promote key initiatives and programmes that the Council and partners will work towards over the next five years, subject to any proposals being within the budget and policy framework

 


20/01/2022 - Community Engagement & Safety in Parks ref: 1657    Recommendations Approved

 

At the full Council meeting on 21st October 2021 an amendment to a motion was passed which called on Cabinet to bring forward a report which includes:

 

  • To continue to look at ways during the budget process to increase funding in park safety and support staff and Friends Groups going forward.

 

  • A policy on where and when it is appropriate to continue to introduce lighting in parks, and what consultation would be undertaken to identify any paths that need lighting.

 

  • Consideration of whether when serious vandalism occurs in parks the Council should, after seeking advice from the Police, offer a reward, where appropriate for information which leads to arrests.

 

It was determined that such a report should be brought to Cabinet within four months.

3.            Through the work being undertaken on the Cycle Superhighways Programme and the learning and operational experience gained from the Cycleway 4 project,  officers be authorised to develop a policy and design guide document to inform the future provision of lighting in parks.

 

4.            Through Welsh Government Active Travel Funding, officers be authorised to  continue to submit bids that provide lighting in our parks.

 

5.            Officers be authorised to conduct a consultation exercise for the return of a locking regime for Roath Park, inclusive of Roath Pleasure Gardens and Parc Cefn Onn.

 


20/01/2022 - Physical Activity & Sport strategy ref: 1658    Recommendations Approved

In 2020 the Council established a stakeholder group comprising Public Health and Cardiff Met (Sport Cardiff) to develop a Sport and Physical Activity Strategy to address the growing levels of obesity, inactivity and under representation from certain groups and communities in Cardiff.

 

We are aiming to develop a cohesive and coordinated approach with Public Health Wales and key stakeholders to tackle this with a Strategy that all partners can engage with to improve the health of our citizens for the long term through interventions and prevention

 

The strategy will be presented to the Public Service Board on 30th  November for endorsement before bringing it to Cabinet in January.

20/01/2022 - Disposal of freehold title in land at St Mellons to Linc Cymru Housing Association ref: 1660    Recommendations Approved

The report will present an opportunity for the Council to dispose of its freehold interest in a parcel of land in the St Mellons ward that is currently let to Linc Cymru Housing Association.

RESOLVED: that it be agreed that the Council dispose of its freehold interest in land at St Mellons, Cardiff, to Linc Cymru Housing Association, on the basis of the terms agreed.

 


20/01/2022 - Childcare Sufficiency Strategy ref: 1656    Recommendations Approved

The Childcare Act 2006 Regulations places a duty on Local Authorities to “prepare and publish assessments of the sufficiency of the provision of childcare in its area”.

 

The Childcare Sufficiency Assessments (CSA) “must be prepared and published at five yearly intervals”, however, following the Covid-19 pandemic, the new full CSA must be submitted to the Welsh Government by 30th June 2022.

 

The legislation and accompanying guidance states that the key tasks that the Local Authority is required to undertake to assess the supply of childcare are:

       to identify the demand for childcare

       to analyse if gaps exist and to develop an action plan to deliver the Local Authority duty to secure, “so far as is reasonably practicable, sufficient childcare to meet local needs of parents, (albeit for working parents or parents undertaking education or training) to assist them to obtain work.”

 

Regards must be given to families wishing to access childcare:

       through the medium of Welsh.

       for children with a disability or additional need.

       for those wishing to access childcare, funded via Flying Start, the Childcare Offer, employer supported vouchers or tax-free childcare, and lower income families.

Legislation requires the draft CSA to be published bilingually on the Council’s website for consultation and stakeholder feedback for a period of 28 days, and the local authority “must amend the draft assessment in such way as they consider appropriate in response to any comments received.

Approval is sought for the draft Cardiff CSA to be translated and hosted on Cardiff Council website for the statutory 28-day consultation period

 

Approval is sought for delegated officer powers to sign-off the post-consultation version for subsequent submission to Welsh Government by June 2022

2.            Authority be delegated to the Director for Adults, Housing and Communities, in consultation with the Cabinet Member for Children and Families, to approve the final version of the Childcare Sufficiency Assessment having taken into account the results of the consultation.

 


20/01/2022 - South East Wales Corporate Joint Committee ref: 1655    Recommendations Approved

The purpose of the report is to:

(i)      Update Members on the introduction of Corporate Joint Committees (CJCs) as provided for in the Local Government and Elections (Wales) Act 2021;

(ii)     Consider the South East Wales Corporate Joint Committee Regulations 2021 that came into force on 1 April 2021, in respect of the establishment and operation of CJCs, with the economic well-being, transportation and strategic planning functions coming into being on 28 February 2022; and

(iii)    Consider the Cardiff Capital Region (CCR) Joint Committee Cabinet Report that sets out how the functions of the current Joint Committee will be transferred to the South East Wales Corporate Joint Committee (CJC) on 1 March 2022.

(iv)    Note the recommendations of such and the next steps in respect of implementing the CJC and new arrangements that will be reported to Council for further information and where relevant, approval, in the coming months.

1.            the decision of the Cardiff Capital Region City Deal Regional Cabinet on 20 September 2021, which proposed to transfer its existing functions to the South East Wales CJC as part of a preferred ‘lift and shift’ model be noted

 

2.            the decision of the Cardiff Capital Region City Deal Regional Cabinet on 13 December 2021, which confirmed the implementation of an interim ‘bare minimum’ governance and delivery model, which will be ‘twin-tracked’ alongside the operation of Cardiff Capital Region City Deal, until such time as the agreed ‘lift and shift’ model can be implemented, be noted.

 

3.            the requirement for the South East Wales CJC, which includes the Leader of the Council as Cardiff Council’s representative, to set and approve a 2021/22 (part year) and 2022/23 budget on or before 31 January 2022 in accordance with the South East Wales CJC Regulations, be noted

 

4.            officers be authorised to bring a further report to Cabinet outlining the process for establishing the ‘Lift and Shift’ model proposed within this report, as well as any further detail on the operation of the CJC and its impact on the Council.

 


20/01/2022 - Cardiff Housing Support Programme Strategy ref: 1659    Recommendations Approved

The Welsh Government has put in place a new requirement for each local authority to develop a Housing Support Programme Strategy. This must be developed every four years, with a mid-point review every two years.  It should outline the strategic direction of the local authority for housing related support services.

 

It will provide a single strategic view of the local authority’s approach to homelessness prevention and housing support services, and will be the single strategic document on housing support and homelessness prevention. It must also satisfy the existing statutory requirements for a homelessness strategy under Part 2 of the Housing (Wales) Act 2014.

 

The Strategy will take into account how it can support delivery of the Welsh Government’s vision and aims for the prevention of homelessness and the transformational shift required to move to a rapid re-housing approach.

 

This will replace the existing Homelessness Strategy 2018 – 2022. and Rough Sleeping Strategy 2017 – 2020.

 

It is envisaged that the new Strategy will incorporate the new vision for homelessness and housing support already set out in previous cabinet reports as part of the No Going Back commitment.

20/01/2022 - Cardiff Ageing Well Strategy ref: 1662    Recommendations Approved

The Strategy will be a 4 year strategic plan to deliver excellent outcomes in for adults in Cardiff.

 

It will set out how the service and partners will develop and improve the range of preventative and care and support services for adults; improve social work practice, and develop the workforce and achieve improved performance.

1.               the Ageing Well Strategy as set out at Appendix 1 to the report be approved

 

2.               agreement be given to include the development of an Independent Living Wellbeing Centre as part of their budget proposals for the 2022/23 Council’s Capital Budget. The final proposal for the scheme would require a full business case and would be the subject of a further cabinet report.
