RESOLVED: that following the granting of Planning Consent for the scheme at the 15th May Planning Committee and subject to the contract price, at the date of the proposed contractual conclusion, remaining within the assumptions as set out in the Full Business Case (FBC), the FBC as described in the report be approved and  authority be delegated to the Director of Planning, Transport and Environment to finalise and conclude  the Design & Build EPC, Private Wire contract, and Power Purchase Agreements required to deliver the Solar Farm and to deal with all ancillary matters relating to the scheme.

(i)           the new delivery programme for the Dumballs Road regeneration scheme that will secure the first phase of Council owned homes for occupation by autumn 2022 be noted

 

(ii)           authority be delegated to the Director of Economic Development in consultation with the Cabinet Member for Investment and Development, the Section 151 Officer, Corporate Director People & Communities and the Legal Officer to agree Heads of Terms for the disposal of the site marked red on the plan attached at Appendix 1 and to return to a future meeting of Cabinet for authority to proceed.

 


16/05/2019 - Approval for the continued participation in the Vulnerable Persons Resettlement Scheme ref: 1116    Recommendations Approved

In May 2016, Cardiff Council and the Vale of Glamorgan Council agreed to participate in the resettlement of vulnerable Syrian refugees under the Home Office scheme on a regional basis, under a three year Collaborative Agreement.

 

In May 2016, an Integration and Support Services provider was appointed to provide resettlement support across the region, in accordance with the requirements set out in the Home Office Funding Instructions.

 

Both Agreements expire on 16th May 2019, so Cabinet approval is required to continue to participate in the resettlement of vulnerable refugees until March 2020, on a regional basis, in line with the Home Office scheme.

 

Participation in the Scheme is on a voluntary basis, and is subject to grant funding being made available to Cardiff Council and the Vale of Glamorgan Council on an annual basis, to support the cost of resettlement and integration.

1.            agreement in principle be given to continue to participate in the active resettlement of refugees from Syria until March 2020, in line with the lifespan of the current VPRS programme, and to provide necessary services to support integration for up to five years post-arrival.

 

2.            Agreement in principle be given to enter into a Collaborative Agreement with the Vale of Glamorgan Council for up to six years, to deliver the programme on a regional basis and authority for final approval be delegated to the Corporate Director in line with recommendation 4.

 

3.            a competitive tender be authorised to appoint an Integration and Support Services Provider, to provide resettlement support to Syrian refugees across the region for up to six years, in compliance with the terms and conditions of the VPRS grant funding and authority for the approval of the evaluation criteria and documentation (as well as all aspects of the procurement) be delegated to the Corporate Director in line with recommendation 4. 

 

4.            Authority be delgated to the Corporate Director of People & Communities, in consultation with the Cabinet Member for Social Care, Health & Well-being, s.151 officer and Director of law and Governance to generally deal with all aspects of the procurement process and to progress and finalise arrangements for the delivery of the VPRS in Cardiff and the Vale of Glamorgan including but not limited to the collaboration agreement with the Vale of Glamorgan and agreement with the Service provider.

1          the Joint Commissioning Strategy for Adults with Learning Disabilities (‘Strategy’) 2019 – 2024 be approved, subject to recommendation 2 and 3,

 

2          it be noted that the Strategy is a joint commissioning strategy and that  it is necessary for the Strategy to also be   approved by the Vale of Glamorgan Council and Cardiff and Vale University Health Board and that this matter will be reported back to Cabinet should the Strategy not be approved by either party and  

3          authority be delegated to the Director of Social Services in consultation with the Cabinet Member (Social Care, Health and Well-Being), the Council's Section 151 Officer and the Council's Monitoring Officer, to agree amendments to the Strategy (provided the amendments are not substantive in nature) should either the Vale of Glamorgan Council or Cardiff and Vale University Health Board request amendments as part of their respective approval processes.

 


16/05/2019 - LED street lighting on Residential Highway Network ref: 1117    Recommendations Approved

The delivery of LED street lighting on the strategic road network has successfully supported reduction in energy consumption and in Cardiff’s Carbon Footprint. 

 

The implementation of a residential pilot in Radyr show there are limited concerns relating to LED street lighting in residential areas.

 

The developing an ‘invest to save’ project residential LED street lighting provides further opportunities to reduce energy consumption and Cardiff’s Carbon Footprint.

 

The linking of LED street lighting to a Central Management System allows the implementation of SMART infrastructure.  The report will identify the benefits and opportunities associated with SMART infrastructure for future projects.

16/05/2019 - Strategy to Deliver 2,000 new council homes ref: 1112    Recommendations Approved

The council has set a target of delivering at least 2,000 new council homes, of which 1,000 must be delivered by May 2022. The report sets out the strategy for delivering the target, identifies the delivery routes, details the land appropriations required and sets out a ‘housing protocol’ with estates to ensure that land opportunities are not missed.

RESOLVED: that

 

1.            the progress made to date on the Council’s new build housing programme and  the strategy’s approach to housing mix, place making & standards be noted and a ‘Cardiff Design Standard’ be adopted for the programme.

 

2.            the sites that will deliver new council homes through the additional build programme - identified in Appendix 3, be confirmed and the appropriation of these sites to “planning purposes” (under Part IX of the Town & Country Planning Act 1990) be approved, due to land not being required for its present purpose during the development period and following completed construction works the Council housing be appropriated back into the Housing Revenue Account.

 

3.            the continuation of the Cardiff Living programme onto the next phases of development within the updated financial parameters set out in Appendix 4 be approved, subject to a satisfactory review of the Phase 2 & 3 inter phase financial appraisals.

 

4.            authority be delegated to the Corporate Director for People & Communities to conclude the appointment of Wates for Phase 2 & 3 of the Cardiff Living programme subject to the approval of the Phase 2 & 3 inter phase financial appraisals & the Director for Legal Services be instructed to make amendments to the Cardiff Living Development Agreement as necessary.

 

5.            the updated list of sites ring-fenced for the Cardiff Living programme be approved and authority be delegated to the Corporate Director for People & Communities to add or omit sites as necessary.

1.   the outcome of the evaluation process as set out in Appendix A to the report in terms of the bidders ranking be noted;

 

2.   officers be instructed to inform those parties that tendered in this matter (as well as those who expressed an interest in this matter) of the outcome of the evaluation process and proposed way forward (as detailed in the report);

 

3.   the Council’s Leaseholder team (who have responsibility for carrying out such activities) be instructed to commence consultation with leaseholders in accordance with the Service Charges (Consultation Requirements) (Wales) Regulations 2004 and that this matter be kept under review and reported back to the Director (Communities) for further consideration should any substantive objections or concerns be raised; and

 

4.   Subject to the satisfactory conclusion of the consultation process referred to in recommendation 3 above and due regard having been given to responses to the same (if any), and the clarification of any outstanding issues regarding the Framework Agreement, the Framework Agreement be formally with the organisation highlighted in yellow in Appendix A to the report
