19/03/2020 - Local Development Plan Full Review ref: 1289    Recommendations Approved

The current Local Development Plan (LDP) was adopted on 28th January, 2016. Legislation requires Local Authorities to undertake a full review of their LDP within 4 years of adoption. The first stage in this process is preparation and consultation on the draft Review Report and draft Cardiff Replacement LDP Delivery Agreement. Following the decision of Council on 28th November, 2019 consultation on these documents took place between 14th January 2020 and 11th February 2020.

 

The purpose of this report is to report back to Council the findings of this consultation process and recommend the Council approve the Final Review Report and Replacement LDP Delivery Agreement, forward to the Welsh Government for agreement and, subject to agreement being issued, commence the preparation of the Replacement LDP.

19/03/2020 - Acquisition of the Former Gas Works site in Grangetown for Housing Development ref: 1284    Recommendations Approved

We have an opportunity to acquire the former Gas Works site at Ferry Road, Cardiff.  This is a strategic housing allocation in the Local Development Plan, envisaged to deliver circa 500 new homes.

 

The site is currently owned jointly by National Grid and Wales and West Utilities.  Discussions have been ongoing for a number of years between the owners and Persimmon Homes.  Despite these lengthy negotiations, Persimmon Homes have yet to enter into contracts.  The owners are frustrated with the time being taken to finalise the deal hence seeking an alternative.

 

We have had confidential discussions with the owners to confirm our interest in acquiring the site and have been asked to submit an offer by the 31st January 2020 for consideration that is not subject to planning or ground conditions.  We have commissioned specialist advice on the abnormal costs in developing the site in order that this can be taken into consideration within a valuation report.

1.            the progress made in developing the school estate in Cardiff through Band A and the early part of Band B of the 21st Century Schools Programme, in addition to the Local Development Plan and the Council’s enhanced school asset maintenance programme be noted.

 

2.            the consolidation of the post of Programme Director, School Organisation Programme at Tier 2 as a permanent post reporting to the Director of Education, in line with the Council’s pay structure at Assistant Director level be approved

 

3.            authority be delegated to the Director of Education & Lifelong Learning, in consultation with the Cabinet Members for Education, Employment & Skills and Finance, Modernisation & Performance, the Director of Governance and Legal Services, the Corporate Director for Resources, and the Director of Economic Development) to determine all aspects of the procurement process (including for the avoidance of doubt development of all procurement documentation and selection and award criteria, commencement of procurement through to award of contracts) for new build schools within the School Organisation Programme that have been agreed to proceed to implementation by Cabinet.

 


19/03/2020 - School Admission Arrangements 2021/22 Including Proposed Changes to the Welsh Medium Primary and Secondary Catchment Areas ref: 1278    Recommendations Approved

In accordance with Section 89 of the School Standards and Framework Act 1998 and the Education (Determination of Admission Arrangements) (Wales) Regulations 2016 the Council is required to review the School Admission Policy annually.

As part of this, the Council has consulted on proposed changes to the School Admission Policy 2021/22 and changes to some Welsh­medium primary schools and secondary schools catchment areas.

The School Admission Arrangements must be determined for implementation in September 2021

This report summarises the views expressed during the consultation with recommendations regarding how to proceed.

3.         the transfer of the primary school catchment area of Ysgol Glan Morfa from the secondary school catchment area of Ysgol Gyfun Gymraeg Glantaf to the catchment area of Ysgol Gyfun Gymraeg Bro Edern be noted

 

4.         the deferral of the proposed changes to the secondary school catchment areas of Ysgol Gyfun Gymraeg Glantaf and Ysgol Gyfun Gymraeg Plasmawr in Canton and Riverside be noted

 

5.         it be noted that the Council expects to consult on further revisions to Welsh-medium secondary school catchment areas in Canton and Riverside, in the 2024/2025 academic year, for implementation in the 2026/2027 academic year.

19/03/2020 - Approval for Participation in the UK Resettlement Scheme ref: 1288    Recommendations Approved

The current Vulnerable Persons Resettlement Scheme (VPRS) will reach its natural end in March/April 2020. The UK Government has announced its intention to introduce the UK Resettlement Scheme (UKRS), to enable resettlement beyond 2020. The replacement scheme will have a wider geographical focus, and will enable the resettlement up to 5000 of the most vulnerable refugees during the first year, from wherever the humanitarian need is greatest.

 

Local Authorities are asked to offer places in support of the new scheme.

RESOLVED: that

 

1.            Cardiff Council's participation in the new, global UK Resettlement Scheme (UKRS), in order to facilitate the resettlement of vulnerable refugees, for the first year of the scheme be approved

 

2.            The collaborative working arrangement with the Vale of Glamorgan Council be continued in order to benefit from the sharing of knowledge, experience and resources, including the regional coordination.

 

3.            It be agreed to extend and support the existing regional Governance arrangements, specifically the regional Leadership Group. Membership comprises key regional stakeholders, including Council Members, Lead Officers and representatives from Housing, Health, Education, South Wales Police, third sector and faith groups.

 

4.            the resettlement of up to six families in Cardiff during the first year be agreed, conditional upon the availability of resources, specifically school places and affordable, sustainable accommodation.

 

5.            authority be delegated to the Corporate Director of People & Communities, in consultation with the Cabinet Member for Social Care, Health & Well-being, s.151 officer and Director of Governance & Legal Services to

 

o        make changes to documents as needed for the delivery of the UKRS in Cardiff and the Vale of Glamorgan including, but not limited to, the collaboration agreement with the Vale of Glamorgan and agreement with the Integration and Support Service provider and

o        to accept the new funding conditions and

o        generally to progress the regional arrangements for the delivery of the UK resettlement scheme.

·      the sites, known as part of the former Waungron Road Household Waste Recycling Centre (HWRC) & former STAR Leisure Centre, identified in this Report are appropriated to use for housing purposes under Part II of the Housing Act 1985 to the intent that the site shall be held under the Council’s Housing Revenue Account (HRA) rather than its General Fund.

·      The site known as part of 35 Lawrenny Avenue to be appropriated for Education purposes for use as part of the new Fitzalan High School development rather than Housing

 


19/03/2020 - Over-cladding of High Rise Blocks ref: 1285    Recommendations Approved

Following the Grenfell Towers tragedy, Cardiff Council tested the cladding on its’ domestic high rise blocks of flats and took the decision to remove it.

 

Housing & Communities is now looking to re-clad Lydstep Flats and has engaged consultants to develop design options for the Council to consider.

 

The option considered the safest in respect of fire safety is to move forward with the brick option.

 

Housing & Communities are working with colleagues in Projects, Design & Development and Procurement to appoint a contractor to deliver the re-cladding works.

 

The recommendation is to appoint a Contractor to deliver these works via a mini-competition under the South East Wales Highways Framework (Lot 8).

 

It is estimated that the value of these works is £10m.

3.            authority be delegated to the Corporate Director, People and Communities, in consultation with the cabinet member for Housing and Communities, the section 151 Officer and County Solicitor, to deal with all aspects of the procurement relating to re-cladding of all 5 high-rise flats, including setting the contract evaluation criteria and the award of contracts.

 


19/03/2020 - Land at James Street, Cardiff ref: 1286    Recommendations Approved

James Street is the main route into Cardiff Bay from the west of the city. Currently there is significant areas of James Street that remain blighted. A regeneration plan for James Street will support the development of this area of Cardiff Bay and the Cardiff Bay Heritage Quarter.
