AGREED: that the £8,634,166 interest free loan agreement with Welsh Government for Phase 1 of the Cardiff Heat Network project, which will be on-lent from the Council to the SPV on back-to back terms be agreed and executed.

1.    Invite tenders from suppliers within Lot 9 of the South East Wales Framework for the construction of Cycleway 1 from Cathays Terrace to UHW. The estimated value of the construction contract is £4m

2.    the proposed tender evaluation criteria of 70% cost and 30% quality

3.    The tender exercise to be carried out subject to the caveats set out in the legal advice contained within this report
