23/06/2022 - Welsh Government White Paper - 'One Network, One Timetable, One Ticket' Consultation Response ref: 1719    Recommendations Approved (subject to call-in)

The Welsh Government has produced a Bus Bill White Paper “One network, one timetable, one ticket: planning buses as a public service for Wales” which seeks to establish a new policy environment for the funding and delivery of bus services.  The white paper proposes legislative change which would affect the current role of the Council in the delivery of bus services.  The public consultation opened on 31st March 2022 and closes on 24th June 2022.  This report seeks Cabinet approval to respond to the consultation and sets out a suggested draft response.

1.           the Welsh Government White Paper and its proposals for changes in the governance arrangements for bus services be noted

 

2.           approval be given to the consultation response in Appendix A.

 

3.           the Director of Planning, Transport & Environment be authorised to submit the final consultation response after agreement with the Cabinet Member for Transport & Strategic Planning

 

4.           Note Cardiff’s Bus Improvement Programme.

 


23/06/2022 - Application for a Hackney Carriage Fare Increase ref: 1718    Recommendations Approved (subject to call-in)

To consider an application made by the Unite the Union/Cardiff Hackney Carriage  Alliance  to  vary  the  current  rate  of  hackney  carriage  fares  in  Cardiff.

1.               the issues and impacts to taxi fares set out in the report be noted

 

2.               Approval be given to the application put forward by the Cardiff Hackney Alliance/Unite with an implementation date of 1 September 2022 (provided that there are no objections).

 

3.               the advertisement of the variation in a local newspaper be authorised

The report will outline the final outturn position of the Council in respect of both the revenue and capital accounts. This will include an analysis of key variances.

23/06/2022 - Cost of Living discretionary Support scheme ref: 1716    Recommendations Approved (subject to call-in)

The reason for this report is to provide details of Welsh Government’s

Cost of Living Support Scheme including a proposal in respect of the

associated Discretionary Scheme, for which the Council can determine a use locally.

RESOLVED: that

 

1.            the delivery of the Cost of Living Support Scheme (main scheme) be noted

 

2.            the recommended approach to target the most vulnerable households in the City through a locally determined Discretionary Scheme be agreed.

 

3.            Authority be delegated to the Corporate Director Resources (in consultation with the Cabinet Member for Finance, Modernisation & Performance), for the the ability to vire any underspent elements of funding either from the main scheme or between discretionary options agreed as necessary, to ensure full spend of the Council’s allocated funding.

1.    having considered the feedback from the statutory 12-week consultation on the draft Active Travel Network Map (which feedback is set out in the Active Travel Network Map Consultation Report, which is attached as Annexe A to the report), the amendments to the Active Travel Network Map, as referred to in this report and viewable on Data Map Wales via the link set out in Annexe B to the report be approved

 

2.    the final version of the Active Travel Network Map (as viewable on Data Map Wales via the link set out in Annexe B to the report) be submitted to the Welsh Ministers for approval in accordance with the timetable set out by Welsh Government; and

 

3.    the Active Travel Network Map Prioritisation Report, which is attached as Annexe C to the report be approved
