(1)             Agreement be given to the budget principles on which this Budget Strategy Report is based and the approach to meeting the Budget Reduction Requirement both in 2022/23 and across the period of the Medium Term Financial Plan within the context of the objectives set out in Capital Ambition.

 

(2)             directorates work with the relevant Portfolio Cabinet Member, in consultation with the Corporate Director Resources and Cabinet Member for Finance, Modernisation and Performance to identify potential savings to assist in addressing the indicative budget gap of £21.310 million for 2022/23 and £80.853 million across the period of the Medium Term Financial Plan.

 

(3)             Authority be delegated to the Chief Executive, in consultation with the Leader and Cabinet Member for Finance, Modernisation and Performance, to implement any saving proposal in advance of 2022/23 where no policy recommendation is required or where a policy decision has already been taken.

 

(4)             It be noted that work will continue to update and refresh the MTFP and that this will be reported to Members as appropriate. 

 

(5)             Council be recommended to agree that the Budget Timetable Framework set out in Appendix 2 be adopted, and that the work outlined is progressed with a view to informing budget preparation.

 

(6)             consultation on 2022/23 budget proposals take place in order to inform the preparation of the draft 2022/23 Budget.

 


15/07/2021 - Housing Development New Build Schemes - Authority To Proceed. ref: 1546    Recommendations Approved

Willis Construction have acquired the former Morrisons building in Pentwyn to provide a package deal development of 28 flats for Cardiff Council.  The mix is 28 flats comprising 9 x 1 bed and 19 x 2 bed.  They have been progressing the proposals through the pre-app process with both Planning and Drainage and have an in-principle approval to the scheme that they wish to submit for planning. 

 

The intention is that Willis will start on site in Summer 2021 for a 60 week build programme with completions in Summer 2022 as part of our delivery target.

2.            Authority be delegated to the Corporate Director for People & Communities, in consultation with the Cabinet Member for Housing & Communities to approve and enter into a Collaboration Agreement with Hafod Housing Association to jointly deliver 106 new affordable homes (38 council) at the former Lansdown Hospital site and adjoining HRA land in accordance with the terms set out in the body of this report.

 


15/07/2021 - School Organisation Proposals: Provision for Children and Young People with Additional Learning Needs ref: 1543    Recommendations Approved

The need for specialist provision for children with severe long term additional learning needs continues to increase, with high demand in the southern arc of the city. Existing specialist resource base provision is mainly concentrated in the north of the city. 

 

The report summarises the case for a specialist resource base across the city, including new provision at Moorlands Primary School, and seeks cabinet approval to consult.

15/07/2021 - Annual Wellbeing Plan ref: 1541    Recommmend Forward to Council

The Annual Well-being Report 2020-21 is the Council’s annual performance report and provides an assessment of the progress made in the delivery of the administration’s Capital Ambition priorities as expressed within the Corporate Plan 2020-23. The report also enables the Council to discharge a number of statutory obligations, such as the publication of an annual well-being report as required by the Well-Being of Future Generations Act (Wales) 2015 and meet the requirement under the Local Government (Wales) Measure 2009 to publish an annual report in respect of the 2020-21 financial year, with reports to be published by the end of October 2021. New statutory annual reporting requirements for the self-assessment of the Council’s performance will apply in future years in accordance with the Local Government and Elections (Wales) Act 2021.
