AGREED: that

1.     the update on the proposed Framework for the provision of specialist roofing works be noted

2.     the amended scope of the proposed framework, referred to as Framework B and as set out in the body of the report be approved

3.     the Restricted Procedure to be followed be approved

4.     the overarching evaluation criteria of 60% cost and 40% quality be approved, and

5.     the commencement of the procurement process by issuing the OJEU notice and procurement documents be approved

AGREED: that the Welsh Rugby Union’s proposal to reduce the size of the Millennium Stadium plc Board of Directors (from eleven) to seven Directors; by reducing the number of Directors to be appointed by Cardiff Council (from five) to three be agreed, with a corresponding reduction in the number of Directors to be appointed by the Welsh Rugby Union (from six) to four.

AGREED: that

1.  the proposed procurement process for the Supported Living Services at Ty Cornel, as set out in the body of the report be approved;

2.  the proposed evaluation criteria as detailed in the body of the report be approved;

3.  the procurement documentation as attached to Appendix A be approved; and

4.  the OJEU notice to formally commence the procurement process be issued.

AGREED:  that

1.     tenders be invited from suppliers within the South East Wales Framework for the contract for the construction of the Cycle Superhighway at Senghennydd Road. Valued at £1.070m

2.     the proposed tender evaluation criteria of 70% cost and 30% quality be approved

3.     The tender exercise be carried out subject to the caveats set out in the legal advice set out in this report.

AGREED: that the procurement process including approval of the evaluation criteria & tendering documentation be approved and  tenders be invited from potential service providers for responsible treat Road Sweeping collections from Cardiff, Vale of Glamorgan, Caerphilly, Newport and Rhondda Cynon Taff Local Authorities

RESOLVED: that

1.            the contents of the report and appendix be noted

2.            work continue through the Cardiff Public Services Board to monitor and respond to any potential impact on public services in the city;

3.            any issues escalated as part of the ongoing review of Business Continuity Plans by Plan Owners be considered by Cabinet;

4.            the Secretary of State for Exiting the European Union be written to requesting any and all information and analysis, even if deemed confidential, about the impact of the UK’s withdrawal from the European Union under a “No Deal” scenario.

5.            a further report be considered if and when the UK Government publishes National Risk Assessments on the impact of a No Deal Brexit.

Following a review of the early help arrangements for families and children, proposals for a new family support services have been developed to provide comprehensive information, advice and assistance to families.

RESOLVED: that

1.            the future approach to Family Help and Support set out in the report be approved.

2.            In line with the Council’s Budgetary Framework, expenditure in relation to future years of up to £500,000 be committed in order to meet the requirements of the new service as set out in this report.

3.            Authority be delegated to the Director of Social Services (in line with her statutory responsibility to ensure that preventative services address the care and support needs of the population) in consultation with the Cabinet Member for Children and Families, Director of Education and Corporate Director Resources to take the necessary actions to implement the new Family Help and Support Service. 

Report detailing results of air quality monitoring undertaken across Cardiff during 2017. 

Seek authorisation to submit to Welsh Government the Clean Air Strategy and Action Plan report which sets out strategic measures/ actions to improve air quality in the Air Quality Management Areas and more widely across Cardiff. 

RESOLVED:  that the Annual Progress Report 2018 be approved for submission to Welsh Government.

This report is a statutory document that the Council must produce each year as a reflection of its performance and activities in the previous financial year (2017-18) in line with the Corporate Plan. The report must be publically available by 31st October each year on the Council’s website, in order to satisfy the requirements of the Auditor General for Wales.

RESOLVED: that

1.         authority be delegated to the Chief Executive, in consultation with the Cabinet Member for Finance, Modernisation & Performance to make any consequential changes to the Annual Statutory Wellbeing Report 2017-18 following receipt of comments from the Policy Review & Performance Scrutiny Committee.

2.         Subject to recommendation 1, the Annual Statutory Wellbeing Report 2017-18 be approved for consideration by Council.

The annual complaints report for the Council provides the total number of complaints and compliments received by the Authority each financial year.  

This includes information on the volumes received by each service area with narrative provided on trend analysis, explaining any increase or decrease from the previous year. Improvements made by the Council as a result of customer feedback is also considered and documented. 

Additional information is provided on complaints that have been escalated to the Public Ombudsman for Wales including data such as the number of complaints being upheld.

RESOLVED: that the contents of the report be noted.
