Fee Levels For Adult Commissioned Services In Cardiff 2020/21 And Residential, Nursing Placements Outside The Cost Of Care Exercise.

 

AGREED: that

1. a price uplift (calculated to be 1.3%) be applied to:

i) The price set out under the Framework Agreement (dated 9 December 2016) for the provision of the domiciliary care service at the Llys Enfys and Plas Bryn Extracare Schemes in line with the terms and conditions of the said Framework Agreement which provide for a CPI rate increase.

ii) The price set out under the Framework Agreement for the provision of the domiciliary care service at Ty Onnen, Supported Living scheme for people with physical disability and sensory impairment, in line with the terms and conditions of the said Framework Agreement which provide for a CPI rate increase.

2. a price uplift (calculated to be 1% ) be applied to the existing contracts put in place with effect from 1 November 2019 in relation to the Supported Living Services provision of personal domiciliary care services for Adults with learning disabilities which provide for a CPI rate increase.

3. a price uplift of 2% be applied to:

i) The contractual arrangements in place for Adult Respite Care services.

ii) The spot contracts put in place in relation to the Day Services.

iii) The spot contracts in place in relation to the Supported Living Services provision of personal domiciliary care services for Adults receiving Mental Health care and support.

iv) The spot contracts in place in relation to the Supported Living Services provision of personal domiciliary care services for Adults receiving older persons care and support.

v) The contractual arrangements in respect of commissioned Adult Placement Scheme.

vi) The arrangements in respect of commissioned Emergency Accommodation Service. vii) The arrangements in respect of commissioned Advocacy Services.

viii) The arrangements for the provision of services for financial advice and assistance to vulnerable adults.

 ix) The contracts labelled under Third Sector Contracts.

 x) The arrangements for Supported Lodgings.

 4.  a price uplift of 2% be applied to the Council’s fees in respect of residential and nursing care contracts for Learning Disability, Physical and Sensory impairment, Substance Misuse, and Mental Health, all outside of the Cost of Care exercise for Older Persons. (The uplift does not apply to the Funded Nursing Care element of the contract price which is funded separately by the Cardiff and Vale Health Board).

5.  a price uplift of 2% be applied to the jointly funded services commissioned by Cardiff Council Social Services and Cardiff and Vale University Health Board. The 2% uplift for 2020/21 will ensure that the same increase is applied by both organisations.

 6.  Subject to Recommendations being approved, payment of the uplifts is backdated as usual, so as to take effect from 1st April 2020 in respect of all contracts with the exception of the residential and nursing care contracts for Learning Disability, Physical and Sensory impairment, Substance Misuse, and Mental Health, all outside of the Cost of Care exercise for Older Persons, which will be uplifted with effect from 6th April 2020, which is the first Monday in April 2020.

Decision:

RESOLVED: that

 

(1)           the updated Budget Position for 2021/22 at Provisional Settlement Stage be noted

 

(2)          the proposed approach to Budget Consultation for 2021/22 be agreed and it be noted that the formal budget consultation will commence on the 13th January 2021 and run until 10th February 2021. The results of the consultation process will then be considered by Cabinet in preparing their final 2021/22 budget proposal.

 

(3)          It be noted that the Chief Executive as Head of Paid Service will be issuing all necessary statutory and non-statutory employment consultation in respect of the staffing implications of the proposals.
