(1)          the draft Multi-Location Meetings Policy (Appendix B), subject to any agreed changes, be approved and adopted with effect from 5 May 2022;

 

(2)          the Director of Governance and Legal Services be authorised to make any minor changes which may be required for the effective operation of the policy and Cardiff’s multi-location meetings arrangements;

 

(3)          it be noted that the approved Multi-Location Meetings Policy and supporting guidance documents (referred to in paragraph 39 of the report) are to be published on the Council’s website; and

 

(4)          the Multi-Location Meetings Policy be reviewed after 12 months from its implementation.

RESOLVED: that Cabinet agree, in so far as it applies to the Executive functions and recommends the same to Council for approval in so far as the recommendations relate to Council functions, that

 

1.        to approve the Joint Committee Agreement for the establishment of the Joint Committee for NAS / Foster Wales, in the form set out in appendix 4 to the report   

2.        To the continuation of the hosting arrangement by Cardiff Council for the national and co-ordinating functions of the National Adoption Service for Wales (NAS) and Foster Wales through its Central Team

3          To delegate authority to the Corporate Director People & Communities, in consultation with the Cabinet Member for Children & Families,  the S151 Officer and Monitoring Officer to negotiate and agree the form of the  agreement (‘Hosting Agreement‘) whereby Cardiff Council will act as host authority for the joint committee

RESOLVED: that Cabinet support the submission of the expression of interest for Cardiff to become one of the Host Cities to host the UEFA European Football Championship Final Tournament in 2028 subject to confirmation of in principle financial support being confirmed by all bid partners.

1.               Officers be authorised to proceed to publish proposals in accordance with section 48 of The School Standards and Organisation (Wales) Act 2013 to:

 

·         establish a 20 place Specialist Resource Base for primary aged children with Complex Learning Needs at Moorland Primary School from September 2023

 

·         establish a 30 place Specialist Resource Base for learners with complex learning needs at Willows High School from September 2023

·         increase the designated number at the Llanishen High School Specialist Resource Base for learners with Autism Spectrum Condition from 20 to 45 places from September 2022

 

·         establish a 30 place Specialist Resource Base at Ysgol Gyfun Gymraeg Glantaf alongside the existing 30 place Specialist Resource Base for learners with Autism Spectrum Condition from September 2023

 

·         increase the designated number of Ty Gwyn Special School from 198 to 240 from September 2022

 

·         increase the designated number of Meadowbank Special School from 40 to 98 from September 2022

8.

1.            Officers be authorised to proceed to publish proposals in accordance with section 48 of The School Standards and Organisation (Wales) Act 2013  to:

 

·         Increase the capacity of The Court Special School from 42 to 72 places.  The school would transfer to new build accommodation across two sites at Fairwater Primary School and the current St Mellons, CiW Primary School site in Llanrumney with 36 pupils on each site from September 2025. 

 

·         establish a 20-place Specialist Resource Base for emotional health and wellbeing at Cardiff West Community High School from September 2022.

 

·         establish a 20-place Specialist Resource Base for emotional health and wellbeing at Eastern High from September 2023.

 

2.            the proposal to increase the capacity of Greenhill School not be progressed

 

3.            it be noted that officers will bring a further report to Cabinet for consideration, setting out details of revised proposals for the provision of secondary English-medium and Welsh-medium education health and wellbeing special school places.

 

9.

1.            officers be authorised to issue a statutory notice to:

 

·                     Increase the number of primary school places at Pentyrch Primary School from 140 places to 210 places

·                     Extend the age range of the school from 4 to 11, from 3 to 11 by establishing nursery provision at the school to allow for 32 part-time places

 

2.            It be noted that prior to implementation of the proposals a further report will be provided to the Cabinet providing details of any objections received, the proposed responses to those objections and recommendations for implementation or otherwise of the proposals.

2.            determine that any additional financial implications arising from the national pay agreements determined after this date that cannot be met within the Council’s agreed Budget will be referred to Council for consideration and decision.

RESOLVED: that

 

1)           Authority be delegated to the Director of Economic Development in consultation with the Cabinet Member for Investment and Development, the Section 151 Officer and the Legal Officer to acquire the land illustrated in Confidential Appendix 2 in line with the funding strategy set out in Confidential Appendix 1.

 

2)           Authorisation be given to the development of the Full Business Case including the submission of a planning application in-line with the financial strategy set out in Confidential Appendix 1 and the delivery strategy set out in Confidential Appendix 3 and to return to Cabinet for final approval.

 

3)           Authority be delegated to the Director of Economic Development in consultation with the Cabinet Member for Investment and Development, the Section 151 Officer and the Legal Officer to prepare and submit a Levelling Up Fund bid for the Ely Youth Zone.

RESOLVED: that

 

1.            the progress made to date on the council’s new build housing programme and the ambition to deliver at least 4,000 low-carbon homes in the longer term be noted

 

2.            authority be delegated to the Corporate Director for People & Communities, in consultation with the Cabinet Member for Housing & Communities and Head of Estates to enter into a legal agreement (following satisfaction of the conditions highlighted in this report) with Ventura properties (Cardiff) Ltd for the acquisition of 30 new apartments on land at Wyndham Crescent, Cardiff in accordance with the Heads of Terms substantially in the form contained in at Appendix 3

 

3.            approval be given to the progression of the Channel View redevelopment scheme and it be agreed that procurement commence for a Contracting Partner to deliver the entire project including phase 1, the design development, consultation and planning of future phases, the demolition of the existing housing stock and the construction of future phases (subject to viability).

 

4.            Approval be given to the use of the Crown Commercial Services Framework (RM6088: Construction Works and Associated Services, Lot 6.3: Residential - Wales) to procure the Contracting partner.

 

5.        authority be delegated to the Corporate Director People & Communities, in consultation with the Cabinet Member for Housing & Communities and the Corporate Director Resources to approve the evaluation criteria and tender documents and manage the procurement process to the stage of identifying the preferred bidder.

RESOLVED: that

 

1.    progress on the Indoor Arena project and other projects that support the Council’s commitment to the regeneration of Cardiff Bay be noted.

 

2.    the Evaluation criteria set out in Confidential Appendix 8 be approved and authority be delegated to the Director of Economic Development in consultation with the Cabinet Member for Investment and Development, the Section 151 Officer and the Legal Officer to deal with all other aspects of the procurement of the Multi-Storey Car Park development at Atlantic Wharf up to the final appointment of the contractor which is subject to the approval of the Full Business Case at a future Cabinet meeting.

 

3.    the updated masterplan for the International Sports Village attached at Appendix 12 be approved and authority be provided for the development of a Full Business Case for the combined cycling facilities, including submission of a planning application, as set out in this report.

1.            Subject to recommendation 3, approval be given to the undertaking of public consultation and engagement on the Draft ITS Strategy

 

2.            Approval be given to the preparation of an outline business case to explore options for modernising the Council’s Urban Traffic Control systems.

 

3.            Authority be delegated to the Director of Planning, Transport and Environment, subject to consultation with the Cabinet Member for Strategic Planning and Transport, to make minor amendments to, to determine and approve the final form and content of the Draft ITS Strategy and consultation questionnaire.
