AGREED: that

 

1.    Care Homes for Older People

 

(a)  the new cost of care rates set out in the table below be authorised for placements for Cardiff Care Homes for Older People, which includes the Real Living Wage uplift.

(b)  all current placements that are below the proposed 2024/25 cost of care rates will be uplifted to the new cost of care rate.

 

(c)   placements that are currently above the new cost of care rates will not receive an uplift.

 

2.    Care Homes for Other Population Groups

 

(a)  a percentage uplift of 7.26% for placements for people with a learning disability which includes the Real Living Wage uplift be authorised.

 

(b)  a percentage uplift of 7.26% up to a maximum of the new cost of care rate for older people for all other placement types associated with population groups other than older people be authorised.

 

(c)   case-by-case decision-making on fee uplifts for mental health, substance misuse and physical disability placements that are above the proposed new cost of care rate for care homes for older people,  be capped at a maximum uplift of 7.26%.

 

3.    Out of County Care Home Placements for Other Population Groups

 

(a)  an uplift for out of county placements for other population groups be authorised, that is consistent with the host Local Authority cost of care rate for these types of placements where this has been agreed.

 

(b)  Where the host Local Authority does not have an agreed cost of care rate in place the uplift will reflect the approach for annual uplifts for Cardiff learning disability, mental health, substance misuse and physical disability placements or the rate requested by the provider if this is less than the level agreed for similar Cardiff placements.

 

4.    Administration Uplifts

 

(a)  payment of the uplifts be backdated as usual, so as to take effect from 1st April 2024 in respect of all contracts.

 

5.    Variation in Contract

 

(a)  that a Variation of Contract Form be issued to providers for the Real Living Wage (located at Appendix A), in order to secure their agreement to continue to pay eligible staff at least the Real Living Wage from 1 April 2024.

 

Reasons for the decision:

       make a fair and equitable investment in service provision within available resources, to manage the financial impacts of changing costs and arrangements within the social care sector, including increases in staff wages related to the continued application of the Real Living Wage for eligible Social Care Workers, and Consumer Price Index (CPI).

 

       seek assurance from providers in receipt of the Real Living Wage uplift, that they have paid their eligible staff at least the Real Living Wage from 1 April 2024.
