Acquisition of the Former Gas Works site in Grangetown for Housing Development

Purpose:

We have an opportunity to acquire the former Gas Works site at Ferry Road, Cardiff.  This is a strategic housing allocation in the Local Development Plan, envisaged to deliver circa 500 new homes.

 

The site is currently owned jointly by National Grid and Wales and West Utilities.  Discussions have been ongoing for a number of years between the owners and Persimmon Homes.  Despite these lengthy negotiations, Persimmon Homes have yet to enter into contracts.  The owners are frustrated with the time being taken to finalise the deal hence seeking an alternative.

 

We have had confidential discussions with the owners to confirm our interest in acquiring the site and have been asked to submit an offer by the 31st January 2020 for consideration that is not subject to planning or ground conditions.  We have commissioned specialist advice on the abnormal costs in developing the site in order that this can be taken into consideration within a valuation report.

RESOLVED: that the Council enter into an acquisition contract with Wales and West Utilities and National Grid for the freehold interest of former Gas Works site at Ferry Road, Grangetown to deliver a Council led mixed tenure housing scheme.
