CARE HOME DAPL: REQUEST TO CONTINUE CURRENT ARRANGEMENTS AND DELAY IMPLEMENTATION DATE

Decision Maker: Corporate Director of People and Communities

Decision status: Recommendations Approved

Is Key decision?: Yes

Is subject to call in?: Yes

Decision:

Appendix 1 to this report is not for publication as it contains exempt information of the description in paragraph(s) 16 of Part 4 of Schedule 12A of the Local Government Act 1972.

Agreed: that

  1. the current arrangements for the commissioning of Residential and Nursing Care Homes, via Proactis be continued, for 1 month (with the option to extend for a further 1 month if required). There is no contract end date for the current commissioning arrangements.
  2. the implementation and Go Live date of the new Residential and Nursing Care Home Approved Provider List (APL) is delayed to  no later than the 1St June 2021.

Reasons for the decision:

  1. Residential and Nursing Care Home Providers have been under significant pressure over recent months in their response to the second wave of the COVID 19 pandemic.
  2. The number of Residential and Nursing Care Homes that have currently joined (i.e. been successfully accredited and enrolled) the new Care Home APL is minimal
  3. As such, there are significant concerns there will be little capacity in the market to support residential placements from 1 April, and support effective service user choice, as per legislation.
