RESOLVED: that approval be given to a direct award commission to the value of £1.11m to Wild Water Storage Ltd for temporary morgue storage at facilities in South East Wales and associated services for a 6-month term.

 

Reasons for the decision:

It is the collective position of the LRF Agencies that a 6 month renewal of the original direct award to Wild Water Storage Ltd to provide temporary surge morgue capacity due to the continued COVID-19 Pandemic be commissioned urgently.

Welsh Government has recently provided assurance the COVID-19 Local Authority Hardship fund will cover the costs associated with the commission for additional morgue capacity for the South Wales LRF (Bridgend, Cardiff, Merthyr, Neath PT, RCT, Swansea and the Vale of Glamorgan.)

Cardiff Council acting as lead on procurement requires a new direct award to Wild Water Storage Ltd for a 6-month period to continue to provide temporary morgue facilities and associated services at the SW01 location to the value of £1.11m.

This further commission would be let as a new direct award sought under initial Cabinet Office Procurement Advice Note (PPN 1/20) and furthermore Welsh Government Procurement Advice Note (PAN 04/20) – “Recovery and Transition from COVID-19” seeking relief via regulation 32(3)(c) under the Public Procurement Regulations (2015) where :-

 

  • Direct award due to extreme urgency
  • Direct award due to absence of competition
