Agreed: that the Director for Planning Transport and Environment approve the following:

 

1)               the evaluation criteria set out in the report

 

2)         For the council to commence a procurement for an advertising framework and allow other local authorities in Wales to use the Framework. The tender will to be divided into lots into 4 separate lots for advertising. Lot 1 Roundabouts, Lot 2 lampposts and litter bins, Lot 3 on the councils refuse vehicles, Lot 4 on the pay and display machine video screens.

Reasons for the decision:

To approve the evaluation criteria set out in the report.

The reason for the recommended decision is: For Cardiff Council to procure an Advertising Contract via a tender process, whilst creating a Framework for other Local Authorities in Wales. Cardiff Council would take a percentage of monies generated from other local authorities from leaving the framework open. The other local authorities will have framework in place to call off from the ranked suppliers and benefit from all the specifications put in place by Cardiff Council.

 

Separate lots - with the framework divided in to lots this should remove the requirement of sub-contractors and potentially create more competition with the potential to generate more income for the council.

Income to offset costs - for example: service running costs; money for service development; income to offset subsidy shortfalls; redistribution of overheads; and money to offset against savings targets. Basically, to help support the financial sustainability of services.

Local economic growth - resulting from offering value for money advertising and sponsorship opportunities to local businesses.

Enhanced reputation - providing advertising platforms to help other public and private services to get their messages across.

Opportunity - for potential aiding other local authorities with a framework with specifications for a number of revenue streams in place. Additionally the council would benefit by taking a small percentage of income from any authority using the framework.
