Decision details

Cardiff Housing Support Programme Strategy

Decision Maker: Cabinet

Decision status: Recommendations Approved

Is Key decision?: Yes

Is subject to call in?: Yes

Purpose:

The Welsh Government has put in place a new requirement for each local authority to develop a Housing Support Programme Strategy. This must be developed every four years, with a mid-point review every two years.  It should outline the strategic direction of the local authority for housing related support services.

It will provide a single strategic view of the local authority’s approach to homelessness prevention and housing support services, and will be the single strategic document on housing support and homelessness prevention. It must also satisfy the existing statutory requirements for a homelessness strategy under Part 2 of the Housing (Wales) Act 2014.

The Strategy will take into account how it can support delivery of the Welsh Government’s vision and aims for the prevention of homelessness and the transformational shift required to move to a rapid re-housing approach.

This will replace the existing Homelessness Strategy 2018 – 2022. and Rough Sleeping Strategy 2017 – 2020.

It is envisaged that the new Strategy will incorporate the new vision for homelessness and housing support already set out in previous cabinet reports as part of the No Going Back commitment.

Decision:

RESOLVED: that

1.            the draft Cardiff Housing Support Programme Strategy 2022 - 2026 as set out at Appendix 1 be agreed

2.            authority be delegated to the Director Adults, Housing and Communities in consultation with the Cabinet Member for Housing and Communities to make any minor amendments to the Strategy in light of comments from the Welsh Government.
