Purpose:

Intelligent Transport Systems (ITS) make dumb transport infrastructure smart. They optimise what exists without expensive, disruptive road building schemes. Cardiff’s ITS Strategy will ensure journey makers make best use of the City’s existing transport network. The Strategy will promote better journey options directly to journey makers to increase active travel and public transport use. It will integrate smart parking, facilitate potential future workplace charging and road-user charging/clean air zones, increase journey time reliability, improve bus priority, enable electronic road restrictions, support the Metro and cycleway schemes and provide intelligence to a new network command and control room. The Strategy will boost the City’s offer as an economic, sporting and social hub, improve public health and deliver on the aims of the Council’s key policy initiatives, including the Cardiff Transport White Paper, the SMART City Roadmap and the One Planet Cardiff 2030 aim to make the City carbon neutral.

 

Decision:

RESOLVED: that

 

1.            Subject to recommendation 3, approval be given to the undertaking of public consultation and engagement on the Draft ITS Strategy

 

2.            Approval be given to the preparation of an outline business case to explore options for modernising the Council’s Urban Traffic Control systems.

 

3.            Authority be delegated to the Director of Planning, Transport and Environment, subject to consultation with the Cabinet Member for Strategic Planning and Transport, to make minor amendments to, to determine and approve the final form and content of the Draft ITS Strategy and consultation questionnaire.
