Over-cladding of High Rise Blocks

Purpose:

Following the Grenfell Towers tragedy, Cardiff Council tested the cladding on its’ domestic high rise blocks of flats and took the decision to remove it.

 

Housing & Communities is now looking to re-clad Lydstep Flats and has engaged consultants to develop design options for the Council to consider.

 

The option considered the safest in respect of fire safety is to move forward with the brick option.

 

Housing & Communities are working with colleagues in Projects, Design & Development and Procurement to appoint a contractor to deliver the re-cladding works.

 

The recommendation is to appoint a Contractor to deliver these works via a mini-competition under the South East Wales Highways Framework (Lot 8).

 

It is estimated that the value of these works is £10m.

 

Decision:

RESOLVED: that

 

1.            the approach to cladding works set out above including the use of the route proposed to procure a contractor for the cladding works to all 5 high-rise blocks be approved.

 

2.            the proposal to reduce the financial impact on home owners (leaseholders) due to the exceptional circumstances of this refurbishment project be approved

 

3.            authority be delegated to the Corporate Director, People and Communities, in consultation with the cabinet member for Housing and Communities, the section 151 Officer and County Solicitor, to deal with all aspects of the procurement relating to re-cladding of all 5 high-rise flats, including setting the contract evaluation criteria and the award of contracts.
