The Localism Act 2011 requires authorities annually to develop and make public a pay policy statement on all aspects of Chief Officer remuneration and the lowest paid in the authority. Since 2011, Cardiff has taken a broader approach and has produced a policy statement covering all employee groups other than teachers.
Under section 39 of the Act, the Council’s pay policy statement must be approved by a resolution of the authority by the 31 March immediately preceding the financial year to which it relates.
