Welsh Government has produced a White Paper entitled Improving Public Transport, setting out possible options to improve bus services in Wales including the setting up of one or more Joint Transport Authorities to undertake transport planning functions currently carried out by Local Authorities, allowing Local Authorities to set up local bus companies, and changing legislation to allow franchising of local bus services.
The paper also sets out proposals to set all Wales standards for taxi and private hire licencing and to extend the powers of Licencing Authorities to cover all vehicles operating within an authority’s area, whether licenced by that authority or not.
In addition changes to the All Wales Concessionary Fare scheme and Young Persons scheme eligibility are proposed.
The report sets out the Council’s response to the White Paper.
