Agreed: that

1.     the renewal of the existing sub lease of the pool by the existing head tenant be approved

2.     the restructuring of the head lease to enable improved operational arrangements pursuant to the renewed sub-lease be approved

To enable the Cabinet to receive and note the Shared Regulatory Services Annual Report 2016-17.

To consider Budget proposals for consultation

RESOLVED: that

(1)   the budget savings proposals as attached at Appendix 2 to the report be agreed as the Cabinet’s Budget Savings Proposals for Consultation.

(2)   It be noted that the formal budget consultation will commence on the 2 November 2017 and run until 14 December 2017. The results of the consultation process will be considered by Cabinet as part of preparing their final 2018/19 budget proposal.

(3)   It be noted that the Chief Executive as Head of Paid Service will be issuing all necessary statutory and non-statutory employment consultations in respect of the staffing implications of the proposals.

(4)   authority be delegated to the Corporate Director for Resources, in consultation with the Cabinet Member for Finance, Modernisation and Performance, to make minor amendments to the typographical text and supporting statistics in the “Changes for Cardiff” Consultation document prior to publication for formal consultation.

To inform members of the Council's Treasury Management activities since 1st April 2017 and the position as at 30th September 2017.

Annexes A & B to Appendix 1 to this report are not for publication as they contain exempt information of the description in Paragraphs 14 and 21 of Schedule 12A of the Local Government Act 1972.

RESOLVED: that the report be noted and  Council be recommended to note the Treasury Management Mid Year Report 2017-18 (Appendix 1)

The annual complaints report for the Council provides the total number of complaints and compliments received by the Authority each financial year.

This includes information on the volumes received by each service area with narrative provided on trend analysis, explaining any increase or decrease from the previous year. Improvements made by the Council as a result of customer feedback is also considered and documented.

Additional information is provided on complaints that have been escalated to the Public Ombudsman for Wales including data such as the number of complaints being upheld.

AGREED: that agreement be given to proceed with the surrender of the Council’s lease, the terms of which are confirmed in Appendix 1 to the report, in return for the cancellation of a retrospective Capital Expenditure Invoice from the Principality and the cancellation of estimated Schedule of Dilapidation costs of the amounts specified in Appendix 2 to the report
