Decisions

AGREED: that

1.      the Scape Procure National Civil Engineering and Infrastructure Framework be utilised to appoint Balfour Beatty Civil Engineering Ltd. to undertake the construction works at Alexandra Head. (see attached plans)

2.      The works are to be on land owned by Welsh Government and Associated British Ports (ABP) to create new infrastructure to provide a tarmac-surfaced area for a major events site and a newly grassed area as an entrance/welcome area off the Bay Edge Walkway. Works to include transferring contaminated materials which are on site to the area of Welsh Government land not required as part of the event site and protect as necessary.

Agreed: that approval be given to

1.       the proposed procurement process  to procure  the Flying Start Childcare Services,  as set out in the body of the report;

2.       the issue of the OJEU notice to commence the procurement;

3.       The proposed overarching evaluation criteria as detailed in the body of the report.

4.        the draft tender documentation (attached to Appendix 1), namely the ITT, Service Specification and form of contract; and

5.       The insertion of the additional setting into the proposed procurement.

AGREED: that

1.  those organisations identified in Appendix A to the report as being shortlisted and eligible be taken forward to the next stage of the procurement process be invited to tender.

1.   the invitation to tender documentation, including the evaluation criteria, draft framework agreement and schedules (example attached as Appendix B) be approved and issued to those organisations identified in Appendix A.

Agreed: that approval be given;

1)      to invite tenders for the Grand Avenue Day Centre Refurbishment project through ‘Sell to Wales’ utilising the Open Tender Procedure.

2)      to approve the proposed overarching evaluation criteria of 70% cost and 30% quality. 

Agreed: that the costs submitted by Morgan Sindall be approved and the contracts for Howardian Primary school and Ysgol Glan Morfa be awarded

Agreed: that the award of the Framework Agreement – Lot 1 (Cardiff East) and Lot 2 (Cardiff West) – in relation to the provision of Direct Payments Support Services to Dewis Centre for Independent Living b authorised, with such Framework Agreement to commence upon 31 July 2017.-

AGREED: that a works contract for the external refurbishment of Maelfa Flats be awarded to Bouygues UK Ltd.
