                 i.             Provide a detailed response to the Music Ecosystem Study and Strategic Recommendations (attached at Appendix 1 to the report).

 

                ii.             Establish a Music Board, taking into consideration the recommendations of the Sound Diplomacy Music Strategy Report (attached Appendix 1) and including detail of the governance arrangements and the Board’s Terms of Reference.

18/04/2019 - Centenary Fields ref: 1098    Recommendations Approved

At a Cabinet Meeting held on 13th December 2018 a decision was reached toapprove the dedication of Grange Gardens and Alexandra Gardens under the Centenary Fields initative being promoted by Fields In Trust, subject to a consultation process with stakeholders and local ward members.

As part of the consultation process Cabinet also approved the advertisement for the proposed disposal of the two sites in accordance with the relevant section of the Local Government Act 1972.  The advertisement was placed in the Western Mail on 8th February 2019, adverts were also installed at prominent locations at the two sites.

 

It was also agreed that the outcomes from the consultation exercise be reported back to afuture meeting, prior to a final decision being made by Cabinet.

Agreed: that the following two Consultants be appointed as the Councils VAT partner for specialist tax advice and opportunities that may arise from changes in Legislation.

 

1.         PS Tax

2.         Centurion VAT Specialists

 

The selection of partners will give the Council flexibility to ensure compliance with procurement rules and be able to react quickly to changes in this area. All general opportunities will be awarded to the partner ranked in first position with the flexibility of using the provider in second place should the first place provider not wish to pursue this particular opportunity. Opportunities for no win no fee work can be presented by both providers if the idea is unique.

The contract would be awarded by the beginning of March 2019 and will run until February 2022 (i.e. 3 years plus the option to extend by a further year).
