AGREED: that
1. the proposed regional approach with regard to the joint commissioning of the Independent Advocacy Service, Independent Visiting Service and the Participation Support Service for children and young people known to Social Services, with the Vale of Glamorgan Council to act as the lead commissioning authority for the joint benefit of the Council and the Vale of Glamorgan Council be approved.
2. A joint working agreement be entered into with the Vale of Glamorgan Council, with such agreement setting out the governance arrangements and the obligations of both councils in relation to the regional commissioning of the said services.
To ensure that the Council meets the requirements of the Code of Practice on the exercise of Social Services functions in relation to Advocacy under Part 10 and related parts of the Social Services and Well-being (Wales) Act 2014 in a cost effective way that meets the needs of relevant children and young people.
