Decision:
AGREED: that
- the proposed variation of the
existing Disability Focus contract be authorised by way of an
extension in part as referred to under paragraph 17 of this report, with such extended
period being for a term of 12 months commencing upon 1 April
2018.
- It be noted that the welfare
benefits advice element of the services under the existing
Disability Focus contract will come to an end on 31 March 2018 and
that these services will be delivered by the Council’s in
house team from 1 April 2018 as detailed under paragraph 14 of the report.
- the variation of the current
Service Level Agreement in place be
authorised for the Families First Child and Youth Engagement
Services, by way of an extension in part as referred
to under paragraph 19 of this report, with such extended
period being for a term of 12 months commencing upon 1 April
2018.
- the letting of a grant agreement
between the Council and Cardiff and Vale University Health Board be
authorised to enable the said Health Board to deliver specialist
elements of services in support of the Families First programme,
with such grant agreement to be let for a term of 4
years commencing upon 1st April 2018.
Reasons for the decision:
To fulfil the local authority’s
responsibility to secure services that meet the requirements of
Welsh Government’s Families First programme Guidance, and to
respond to the changing strategic context in light of the Social
Services and Wellbeing (Wales) Act 2014, in providing advice,
assistance and early help services for families in need of
support.
