Purpose:

The Cardiff Rough Sleeping Strategy sets out a co-ordinated approach to tackling and preventing this issue. It identifies available services and how they can be improved to ensure vulnerable people receive appropriate, timely help and support. It also covers the enforcement powers available to the Council and partners, and the circumstances in which they will be used.

 

A joint-working protocol between the Council, South Wales Police and Immigration Compliance and Enforcement is appended to the Strategy, which addresses the issues surrounding Non UK/ROI European Economic Area (EEA) Nationals sleeping rough in Cardiff

Decision:

 

RESOLVED: that

 

1.            theCardiff Rough Sleeper Strategy 2017-2020 as set out at Appendix 1 be agreed.

 

2.            Authority be delegated to the Director of Communities, Housing and Customer Service to enter into a joint protocol with Immigration Services and South Wales Police to address the issue of EEA Nationals sleeping rough in the city.

 

3.            the Supporting People Programme Grant Spend Plan be amended to include further information regarding the units of support to be delivered by the new and innovative schemes to address homelessness.
