Purpose:

The Council’s Corporate Plan 2016 – 2018 sets out a new commitment to work towards Cardiff becoming a ‘Child Friendly City’ by March 2017.

 

UNICEF is working with governments worldwide to support them to meet their obligations under the UN Convention on the Rights of the Child. An element of work is focused on the development of the Child Friendly City initiatives.

 

The commitment from UNICEF UK, over the course of three years will be to support Cardiff to embed a child rights-based approach across the city. A child rights-based approach requires local authorities and their partners to begin with the child. It places children and young people at the centre of services, empowering them and their families. It improves the ability of professionals, services and partner organisations to protect and fulfil children’s rights, creating a common driver that connects services across the whole local authority.

 

Decision:

RESOLVED: that

 

1.            the invitation from Unicef UK to enter into a three-year partnership to deliver the Child Rights Partners Programme in Cardiff from April 2017 be accepted.

 

2.            Responsibility be delegatedy to the Director of Education and Lifelong Learning, in conjunction with Cabinet members for Early Years, Children & Families and Skills, Safety & Engagement, to lead the partnership arrangements to deliver the Child Rights Partners Programme.
