Purpose:

The Procurement Strategy 2017-2020 builds on success of the previous Commissioning & Procurement Strategy.  A separate Commissioning Strategy will be developed in 2017.

 

The Procurement Strategy places an increased focus on delivering social value through Council contracts and is geared around delivering the following Organisational Outcomes:

  • Delivering Social Value
  • Ensuring Effective Governance
  • Maximising Value for Money and Efficiency

 

The Strategy sets out the five key enablers that will be critical to the

delivery our vision and priorities People, Technology, Process, Culture and Information and what will be done to drive the delivery.

APPROVED: that

 

1.            the Procurement Strategy 2017-2020 (attached at Appendix 1) be approved.

 

2.            the signing of the Welsh Government’s Code of Practice – Ethical Employment in Supply Chains be approved.

 

3.            the Cabinet Member for Corporate Services and Performance be appointed as the Council’s Anti-Slavery and Ethical Employment Champion

 

Consultees

The Procurement Strategy has been presented to SMT and Enabling & Commissioning Board.  The Strategy is also scheduled to go to PRAP and be subject to consultation with policy officers across the Council.
