AGREED: that

 

1.      the procurement of heavy plant within waste management be commenced

 

2.      the scope of the procurement including but not limited to the proposed contract length, evaluation criteria and weightings as set out in the report be approved

 

3.      the commencement of the procurement by issuing the OJEU and procurement documentation be approved

 

Reasons for the decision:

This procurement will replace the current off contract spot hire arrangement with a fixed 5 year contract hire arrangement including support and maintenance. This will ensure a compliant arrangement for the heavy plant is in place and the department can demonstrate value for money.

 

The specification for specialist equipment is very detailed where quality will be a significant requirement. This approach will mean that the contracts will attract partner/s that can provide the support required to work with the Council over the next procurement period to deliver flexibility and robust service provision.
