Purpose:

 

Following the Grenfell Towers tragedy, Cardiff Council tested the cladding on its’ domestic high-rise blocks of flats and took the decision to remove it.

 

A phased approach was taken for the re-cladding of these blocks. Phase 1 – Lydstep Flats is currently at the construction stage, and it is now the intention to move to Phase 2 – Nelson House / Loudoun House.

 

Consultants were engaged to develop design options for the Council to consider.

 

The option considered the safest in respect of fire safety was to move forward with the brick option, and this is the option that was approved for phase 1 (Lydsetp Flats). The same option is proposed for Nelson House / Loudoun House.

 

The recommendation is to appoint a Contractor to deliver these works via a mini competition under the South SEWSCAP3 Framework.

 

Decision:

Appendix 3 and 4 to this report are exempt from publication as it contains information pursuant to paragraph 16 of the Local Government Act 1972.

 

RESOLVED: that

 

1.               the proposed procurement route for the over cladding of Nelson House and Loudoun House be approved ; and the evaluation criteria set out in the report be approved, and the commencement of the procurement process be agreed.

 

2.               all aspects of the procurement process for the over cladding works to Nelson Houses and Loudoun House (up to and including award of contract/s and any ancillary matters) be delegated to the Director of Adults Housing and Communities in consultation with the Cabinet Member Housing and Communities, Corporate Director Resources and Director of Governance and Legal Services, subject to approval of appropriate grant funding being secured from Welsh Government.

 

Consultees

Housing and Communities will consult with residents and local ward members as the scheme develops and communication will be in person and via letters.
